Perform security functions within the residential facility ensuring the safety of inmates and staff; perform home checks on non-residential status clients and conduct pass location verifications in and around the County pursuant to the Division of Criminal Justice (DCJ) standards.
Criminal Justice Services Officer I:
Under close supervision, performs the following essential functions:
- Monitors the County's residential community corrections facility, 24 hours per day ensuring the security, safety, and well-being of the public, staff, and clients by direct observation, use of video surveillance, monitoring alarms including Global Positioning Satellite Systems. 30%
- Conducts security activities consistent with departmental policy, including random client body searches and vehicle, room and facility searches; monitors medication; conducts breath tests.
- Conducts on-site employment visits and home visits. Responds to client incidents, crisis, and violations in the field and coordinates law enforcement assistance.
- Administers drug and alcohol testing and collects urinalysis samples for testing following evidence collection procedures.
- Collects money for deposit into client accounts.
- Drive County vehicles to transport client to employment, other correctional facilities, counseling and medical appointments.
- Provides crisis intervention counseling using CPI and Motivational Interviewing skills. 30%
- Responds to client problems and/or inappropriate behavior; provides counseling to influence behavior modification; mediates disputes; explores problem-solving techniques; performs crisis intervention as appropriate.
- Observes departmental policies and procedures, standard operational procedures, Division of Criminal Justice standards, and Evidence Based Practices. 10%
- Communicate effectively and coherently in court, at parole hearings, with department personnel and inmates. 10%
- Uses radio, intercom and telephone communications systems
- Communicates with professional visitors and the public, providing information, directions, mediating disputes and advising of rights and processes.
- Maintains current and accurate incident reports and other required documentation. 5%
- Writes incident reports, application referrals, resident intakes and other administrative paperwork.
- Prepares investigative reports using sketches, symbols and mathematical computations.
- Observes safety precautions and uses and maintains County property in a safe and professional manner. 10%
- May be required to restrain hostile & chemically affected inmates.
- Complete and maintain required certifications related to crisis intervention, motivational interviewing and other certifications required by the State of Colorado's Division of Criminal Justice. 5%

- Demonstrate knowledge in current corrections and probation practices.
- Read and comprehend legal and non-legal documents, including the processing of such documents as appropriate (i.e., file, alphabetize, label, etc.).
- Use independent judgment as to proper course of action and think and act quickly in emergencies.

Frequently interacts with other Department employees.
Frequently interacts with inmates, clients, professional visitors and the general public; occasionally interacts with Boards, District Court, vendors or other organizations.
Use of Physical Force:
The use of physical force may be necessary in certain situations to protect clients, staff or third parties. Physical force will only be used as a last resort and shall be limited to force that would reasonably be used by citizens to protect persons, property, premises or to assist law enforcement officers. In any case, when physical force is used, the staff member(s) involved shall immediately notify management and shall immediately submit a thorough written report. The written documentation will describe the incident, names of those involved, date and time of incident, the type of force used, resulting injuries and justification for the use of force. In addition to avoiding physical force, except when absolutely necessary, the following actions should be avoided: profane language, loud or threatening comments and physically touching residents. Staff members of Criminal Justice Services Program are not usually peace officers or staff of a secure correctional facility. Use of or possession of deadly weapons is prohibited. While performing the essential functions of this job, the employee may be frequently exposed to outdoor weather conditions and occasionally exposed to the possibility of bodily injury from moving mechanical parts of equipment, tools and machinery. The employee occasionally works in and around high volume traffic and high, precarious places, and occasionally is exposed to fumes or airborne particles, toxic or caustic chemicals, and to the risk of electrical shock. The employee is occasionally exposed to hazardous situations, which may involve physically violent persons, interviewing mentally or emotionally disturbed persons or bodily injury from biohazards, infections or blood-borne pathogens. The noise level in the work environment is moderately loud, depending on locations; at times the noise level may be loud, with frequent interruptions and multiple demands.
