Interactive Government Holdings (IGH) is seeking qualified, trained and capable individual to serve as a Business Analyst III for the United States Department of Housing and Urban Development in Washington, DC. The Business Analyst will perform duties outlined in the mission statement below in support of Systems Development for HUD.

Position Requirements

Mission

Gathers, reviews, analyzes, evaluates and translates business requirements and functions to well organized specifications.

Major responsibilities include (not all inclusive):

  • Understand the project needs and tailor the requirements management plan to fit the goals of the project
  • Facilitate review of requirements and negotiate specific scope items to ensure delivery meets the needs of all stakeholders
  • Understand and apply solution development methodology as it applies to requirements management
  • Understand the context of the user’s processes and specific user problems or needs
  • Perform analyses of the user process, problems, and needs
  • Based on the analyses document as-is business processes, identify gaps, and develop to-be business processes
  • Based on the analysis, identify and document business requirements
  • Work with the technical team to develop technical solutions for the identified business requirements
  • Evaluate legacy and competing solutions to identify gaps and areas for improvement
  • Document system requirements based on the identified technical solution
  • Facilitate reviews of requirements to get approval on the documented requirements
  • Prepare instruction and process manuals
  • Support engineering team to effectively test software applications
  • Evaluate procedures on an ongoing basis to ensure they are up to date and reflect newly adapted practices.
  • Participate in usability studies to understand current user experience and identify problems
  • Create and maintain the Requirements Traceability Matrix
  • Conduct research and analysis to understand cause, effects and impact of system problems
  • Interview users and perform research to gather user needs, problems and requirements to understand goals
  • Participate in Joint Application Design (JAD) sessions with business stakeholders
  • Create mock-ups and prototypes for proposed solution
  • Provide relevant job-related content in support of proposal efforts as required

Qualified Candidates must have:

  • Bachelor’s Degree
  • 5 or more years of experience in informational technology, business, or related field

Other competencies, Experience & Knowledge:

  • Ability to communicate well within cross-functional teams and to be the bridge between technical teams and business stakeholders
  • Strong collaborator able to contribute to a variety of tasks
  • Strong focus on delivering quality work and close attention to detail
  • Ability to mentor Business Analysts I and II
  • Knowledge of different software development methodologies
  • Good written and verbal interpersonal skills to building relationships with users, customers and suppliers.
  • Good analytical skills
  • Experience with Mercury and/or Rational Test Tool Suite
  • Master MS Word, Excel, Outlook, Visio and other office tools.

This position is authorized telework with minimal travel required.
