Virginia REACH Program Manager

The position is responsible for administration, management, and clinical oversight of the Regional VA REACH Program.

REACH is a crisis prevention, intervention and stabilization system to support individuals with intellectual and/or developmental disabilities, as well as a mental health condition or challenging behavior that is negatively affecting their quality of life. REACH provides consultation, prevention, development of crisis education & prevention plans, community based mobile support and crisis therapeutic home services.

Essential Job Functions:

  • Responsible for the implementation of REACH Crisis services for individuals with intellectual/developmental disabilities and co-occurring mental illness or behavioral health needs.
  • Provides clinical and administrative supervision of REACH Clinical Team Leader, Clinical Director, Medical Director and Respite Director.
  • Coordinates weekly team meetings with REACH staff and respite staff.
  • Collaborates with appropriate HPR and CSB representatives to plan REACH advisory council meetings.
  • Assures fidelity to the REACH model as described in literature published by the National Center for REACH Services at the University of New Hampshire Institute on Disability.
  • Responsible for reviewing staff service documentation for clinical appropriateness and accuracy.
  • Responsible for coordinating claims submittal and revenue collection from primary payor sources (e.g. third party payments).
  • Responsible for retrospective service review to ensure services provided were in accordance with local, state and federal requirements and with fidelity to the REACH model.
  • Responsible for ensuring Regional REACH clinical team and respite services maintain appropriate state DBHDS licensing approval.
  • Establishes and maintains community linkages to improve crisis prevention and intervention in the communities with in the region.
  • Serves as a liaison to community partners, including CSB’s, state operated facilities, hospitals, and other providers.
  • Identifies and coordinates training and support needs of the community partners to increase the community’s ability to support individuals with intellectual/developmental disabilities and co-occurring mental illness and behavioral health needs.
  • Effectively utilizes expertise of clinical directors, medical directors, team leaders, and other specialists within the community to increase effectiveness of community system.
  • Ensures collection of data and completion of documentation required by local, state, and federal regulations.
  • Works collaboratively with other Regional VA REACH Directors and teams and with the Division of Behavioral Health and Disability Services to assure consistent implementation and efficacy of the REACH model across the state.
  • Communicate with the LHRC and State Human Rights Advocate on issues pertaining to individuals supported by VA REACH.
  • Attend LHRC meetings
  • Direct supervision of Clinical Team Leader, Clinical Director, Medical Director and Respite Director
Position Requirements
  • Minimum of a bachelor’s degree in human services or related field and no less than one year of relevant experience.
  • Graduation from an accredited college/university with a Master’s Degree in Counseling, Social Work, Psychology, or closely related field preferred
  • Qualified Mental Health Professional (QMHP) and/or Qualified Mental Retardation Profession (QMRP)
  • Current VA license as an LPC, LCSW, or LMFT or closely related preferred
  • Experience in intellectual/developmental disabilities, including programming for individuals with significant behavioral needs
  • Two or more year’s supervisory experience in a mental health/developmental disabilities setting. Residential setting preferred.
  • Knowledge of the MH and I/DD systems of care
  • Within one year of providing services in this capacity, the director must be approved for certification as a REACH Coordinator by the University of New Hampshire, IOD Center for REACH Services.
  • Must have a valid, unrestricted, state appropriate driver’s license
