Navy Financial Program Manager 

Description

The Columbia Group (TCG), a technical services support company which has a successful 50+ year history of providing the United States Military with acquisition, logistics management, engineering, design, fabrication, test and evaluation, information technology and financial management support services is seeking a Navy Financial Program Manager whose mission is to design, build, outfit, and test the Landing Platform Dock (LPD 17) Amphibious Ships (to include Flight I and Flight II ships), and to provide maintenance support.

The main focus of this programs activities include ship acquisition, technical/system integration, ship production, testing, outfitting, GFE/GFI, and post-delivery.

The individual in this role will fulfill the primary task of providing advice and technical assistance in the preparation of annual budgets. This individual will:

  • Measure organizational performance, assess the effects of various programs and policies on the budget.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  • Examine past and current budgets and research economic and financial developments that affect the organization’s spending.
  • Develop guidelines and policies governing the formulation and maintenance of budgets.
  • Conduct training sessions for company or government agency personnel regarding new budget procedures.

 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor's degree in Business, Finance, or Accounting
  • Minimum 15+ years relevant experience in business, finance or accounting
  • Required Specialized Experience:
    • NAVSEA financial tools (STARS, AUTODOC, ERP, PRISMS, etc.)
    • Generation of Funding Documents
    • GFE procurement to include tracking PARM(s) meeting benchmarks for commitments and obligations
  • Candidate must be able to obtain and maintain a SECRET clearance.
  • Knowledge of Microsoft Office suite to include Word, Excel, and PowerPoint.
