Primary Responsibility:

The Victim Advocate provides direct line victim services for all victims of crime. Coordinates and provides immediate contact with victims of crimes to offer individual and family support, information on the criminal justice system, support agency referral, aid in acquiring emergency shelter, financial assistance, emotional support and facilitation in other immediate needs. Provides assistance to and maintains relationships with a variety of law enforcement and court agencies.

Main Job Duties

  • Assists victims of crime with support throughout the criminal justice process and provides appropriate referrals. Treats victims with fairness, respect and dignity, which is free from intimidation, harassment, or abuse throughout the criminal justice procedure.
  • Works closely with the judicial system conveying victim requests and acts as a liaison between victims and criminal justice personnel.
  • Provides victims with information on what they may encounter during a criminal trial and other proceedings. Informs victims of the status of their case including all significant proceedings and its final disposition.
  • Develops a close working relationship with the 1st Judicial District Attorney’s Office and its victim witness programs; the Black Hawk Police Department and other law enforcement agencies which foster productive working relationships.
  • Creates and updates client files. Maintains Victim Services Program records in a confidential and organized manner.
  • Ensures confidentiality is maintained under the Victim Service Program.
  • Answers the telephone and receives inquiries, providing information based on extensive knowledge of victim programs and activities; refers callers to appropriate personnel or services, as necessary.
  • Researches, compiles, and summarizes a variety of informational and statistical data and materials;
  • prepares clear and concise reports, correspondence and other written material.
  • Reviews all police incident reports to determine if victim services intervention and involvement is needed.
  • Attends trainings, meetings, conferences, and/or seminars as necessary.
  • Provides assistance to victims in compiling paperwork to obtain Orders of Protection.
  • Attends court hearings and Orders of Protection hearings with/or on behalf of victims to provide support and advocacy.
  • Contacts victims of crime in Black Hawk, Central City and Gilpin County – either through personal contact or through mailing of literature and information, whose circumstances comply with state and federal law and guidelines for victim advocacy services, notifies them of their rights under state law and explains services of the department, as required
  • Follows all statutes and guidelines of the Victim Rights legislation and Gilpin Victim Services program
  • Protocol and Directives.
  • Provides on-scene and follow-up contact with victims of crimes; including but not limited to -- comforting and problem solving.
  • Assists victims with the return of property being held as evidence.
  • Notifies victims when and if the defendant is released on bond.
  • Acts as a referral service for the community-based resources that assist victims of crime including referrals for services, therapists and compensation.
  • Arranges temporary emergency shelter for victims as necessary.
  • Networks with other crime victim advocacy programs.
  • Handles stressful situations in a professional manner and accurately assesses situations and people.
  • Assists Victim Advocate Coordinator with budget preparation.
  • Operates a County automobile in the performance of assigned job functions; including but not limited to transporting clients.

Additional Job Duties:

  • Makes oral presentations before businesses, civic, school, church and or other groups, as appropriate, on topics pertaining to criminal justice system and rights of victims.
  • Performs other appropriate duties as assigned by the Victim Advocate Coordinator and any duties needed to stabilize an emergency situation.

Specialized Job Duties:
The following job duties are assigned to a specific Victim Advocate in Victim Services Division and each individual Advocate will be evaluated on the duties that they are assigned.

  • Assists Victim Advocate Coordinator with developing and maintaining a training program.
  • Assist the volunteer program and maintains employee training records, meetings and hours worked for volunteers. Represents the Sheriff’s Office during recruiting assignments and obtains applications from qualified applicants for the volunteer program.
  • Is a liaison with the 1st Judicial DA’s Office Victim Witness program to ensure that all protocols are relayed to all Advocates and Volunteers to ensure uniformity in services. Could be assigned to another committee to be a liaison / representative.
  • Each Advocate will be assigned an agency (Black Hawk PD or Gilpin County SO) to ensure that all reports are pulled and all victims are contacted in accordance to the rules set by statute.
  • Maintains a computerized database utilizing spreadsheet and word processing software to maintain statistics. May compile statistics to prepare monthly, quarterly and annual program reports.
  • Maintains Salvation Army and Red Cross resources outside of the agencies and provides appropriate referrals and assistance for those in need to include written material and information necessary. Makes donation deposits and maintains checkbook for the Salvation Army account.

Additional Information:

This job is Monday-Friday with rotating on-call nights, weekends and holidays. Typically four-10 hour shifts.

Starting pay $20.24 - $21.25 per hour DOQ.

 
Position Requirements

Hours:

  • Must be available for emergency on-call coverage, which may include nights, weekends and holidays.

Qualifications:

  • Education: A minimum of an Associate Degree in criminal justice, human services or related field or an equivalent combination of education and related experience that would provide the required knowledge and skills to perform the job.
  • Computer literacy, including Microsoft Word and Access, and the ability to learn new software programs.
  • Knowledge of general office procedures.
  • Ability to:
  1. Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English; and the ability to listen and comprehend.
  2. Work well with members of the community, law enforcement officers, volunteers and personnel from other agencies.
  3. Use tact, discretion, initiative and independent judgment within established guidelines.
  4. Act quickly and calmly in emergency situations making proper judgments as to the correct
  5. course of action.
  6. Organize work, set priorities, meet critical deadlines and follow up on assignments.
  7. Research, compile, and summarize a variety of informational and statistical data and materials; prepare clear and concise reports, correspondence and other written material.
  • Must pass background check, including traffic and criminal.

Certifications:

  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Must possess FEMA ICS 100 and 700 certifications within six (6) months of employment.

Work Environment / Physical Demands:

  • Requires the mobility to work in an office and field environment. Requires the ability to sit at desk and intermittently walk, stand, run, climb, balance, bend, squat, twist and reach while performing office duties. Work occasionally requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions.
  • Work requires the regular exertion of up to 10 pounds of force, occasional exertion of up to 25 pounds of force.
  • Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision.
  • Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work infrequently requires exposure to bloodborne pathogens.
  • Work has limited exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).

Experience:

  • Experience in relevant field preferred.
