Summary: AE-RDD Analyst serves as the Subject Matter Expert (SME) and provides technical advice to AE-RDD for the development of Aviation CONOPs, concepts and DOTMLPF-P capabilities that are related to the general capability areas. Conduct requirements analysis to accurately document military capabilities in the JCIDS, Joint/Urgent Operational Needs Statements (JUONS), and other rapid but non-standard methodologies for identifying and documenting required Army capabilities. Analysis will be conducted and documented in accordance the CBA process outlined in Army Regulation 71-9 and TRADOC Regulation 71-20. Advises and assists in the evaluation of all aspects of DOTMLPF-P. Coordinates with industry and other Army agencies to include the Materiel Development, Combat Development, Doctrine Development, and Training communities to ensure that systems in development meet user requirements. Attends conferences and ad hoc committees or study groups where requirements and application procedures are discussed, determined or developed. Follows up on items resulting from conferences and committee meetings. Maintains liaison with other research and development agencies, other services, and industry to stay abreast of plans, projects and technologies. Conducts in-house conferences and briefings on ongoing activities. Specific duties may include, but are not limited to: Review existing Army and Aviation concepts and capabilities, studies trends and emerging technologies, review literature, and maintain a current knowledge of US Army, Joint, and coalition force current and future concepts and capabilities. Review existing threat force concepts and capabilities, studies trends and emerging technologies, reviews literature, and maintains a current knowledge of threat current and future concepts and capabilities Conducts life cycle DOTMLPF-P mission, gap and capability analysis to identify the ideal military capabilities through the conduct of CBA and Cost Benefit Analysis (C-BA), Capabilities Needs Assessments (CNA), Analysis of Alternatives (AoA), studies and experimentation. Required Qualifications: BS or BA degree Aviation Concept Development Analyst with at least 5 years of Aviation operational experience Experience in Combat Aviation Brigades executing and/or planning operational missions both manned and unmanned. Graduate of ILE, Warrant Officer Senior Staff Course, Senior NCO Leadership course or higher level military education. Aviation operational experience. Experience in executing the JCIDS process, from conducting a CBA through authoring and staffing of relevant capability document(s) along with associated required documentation, milestones, and events. Experience with technical writing of the JCIDS is required. Participation as a direct team member in the Army Aviation Operations Capabilities Based Assessment (CBA) Attack and/or Utility aircraft qualification and operational experience. Knowledge of DOD and Army Aviation transformation. Good working knowledge of computer operations and associated software, particularly Microsoft Windows/Office Suite. Desired Qualifications: Capabilities Integration Development System (JCIDS) document. Experience as a Department of the Army, Corps or Division level planner/staff officer. Completion of the following Defense Acquisition University (DAU) courses: Introduction to JCIDS CLR 101, Requirements Management RQM 110, CBA CLR 250 and Developing Key Performance Parameters CLR 252.
