Purpose of Division:

The Field Operations Division of NeighborWorks America is responsible for delivering services, grants, and technical assistance to approximately 250 NeighborWorks organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. The Field Operations Division is overseen by the Senior Vice President (SVP) of Field Operations, who is responsible for establishing the priorities and procedures for service delivery, grant programs and the identification of new affiliates. The primary relationship with NeighborWorks organizations is provided through staff in four regions across the country.

Position Summary:

The Senior Manager, Finance and Operations is responsible for leading management, planning, coordination, administration, monitoring and analysis of the Field Division's budget, budget planning, procurement, and operations activities to ensure that they are closely aligned with the Division's and NeighborWorks America's strategic priorities.

Essential Responsibilities:

  • Overall management and oversight for the Field Operations division budget including coordination of budget development, communicating budget guidance in coordination with Finance Planning Analysis and Contracts (FPAC) division, monitoring and analysis, and regional assistance as needed.
  • Advising the Vice President and regional leadership regarding financial projections and budget reallocations and adjustments; monitoring budget to actual results; developing, analyzing and proposing changes to divisional unit cost measures as necessary; maintaining and proposing revisions to program budget processes and procedures.
  • Performing financial analysis of and tracking of the Corporate $90+ million federal appropriation grants budget to network and non-network organizations, and working with the Grants Management team and other departments/divisions to develop comprehensive analysis and tracking of grants to ensure proper usage and full expenditure of the annual appropriated grants.
  • Working with Field Division and Finance Division to ensure that program allocation, expenditure records, and accounting for all contracts is maintained and reconciled to corporate financials. Serving as the Division's primary liaison to the corporate Finance Division and Financial Planning Analysis and Contracts (FPAC) Division.
  • Overseeing procurement for the division in compliance with the organization's procurement policies. Monitoring assigned consulting agreements, task orders and invoicing in accordance with the budget. Providing overall management and administration of professional services and other contracts, including tracking and spend-down analysis on contract management. Serves as the division's primary liaison to the corporate Procurement division.
  • Overseeing work of other division staff in areas of budget, finance, and procurement through direct and/or dotted-line supervision.
  • Proposes process, practices and procedures to effectively improve the management, spend-down and tracking of the Field Operations divisional core and outside funds budget and operations.
  • Coordinate, review and update Field's project and activity codes in conjunction with V,P Field Operations and Finance Division.
  • Develops and reviews outside fund budgets and ensures staff assigned to those contracts are accurately charging time and expenses per contract deliverables. Ensure contract spenddown is accurate in Adaptive and prepares journal entries as needed. Prepares outside fund proposals, collaborating with FPAC department, for concurrence.
  • Preparing financial reports for distribution and analysis by Field Operations and other divisional staff.
  • Assisting with audit requirements by preparing relevant analyses and/or researching requested documentation.
  • Providing a wide array of financial and operational support services, and financial management of special projects as assigned.
  • Manage the process for releasing restrictions on restricted fund grants, known as the Restricted Fund Balance Adjustment (RFBA) process, in compliance with grant policies. Includes reviewing applications, advising management of request, and ensuring the RFBA is completed in a timely manner.
  • Working with regional operations staff to oversee training slot allocations for network grantees and travel grant processing. Includes coordinating information from regions to prepare the annual slot allocation, monitoring of slot usage and reallocating slots as necessary to ensure full usage. Acting as liaison/point of contact between Field Operations and NeighborWorks Services Group Division and TEAM slot tracking software to ensure efficient allocation and usage of slots.
  • Supporting the development of division goals and scorecard and aggregating data for scorecard measures.
  • Coordinating the convening of regional and national operations team meetings including content and agenda, identify issues, and ensure follow up. Bring critical issues to the attention of the division leadership with recommendations.

Fiscal Responsibilities:
Job is entirely related to Field Operations finance, budgeting, procurement, and operations issues.

 
Position Requirements

Required Qualifications:
(a) Education: A four-year degree in finance, accounting, or business administration is preferred. Relevant work experience may be substituted for a degree.

(b) Experience: A minimum of 7-10 years’ experience in budget, finance, operations, and/or grants/contract management.

(c) Licenses, Certifications: None.

(d) Competencies, Knowledge, Skills & Abilities: Strong research and analytical skills. Ability to synthesize and summarize complex, detailed financial data and summarize the information in a manner which can be easily understood by readers. Demonstrated ability to meet deadlines. Ability to work effectively with a broad range of staff and external stakeholders. Exceptional written and oral communications skills. Ability to maintain regular and timely attendance.

(f) Technology: Strong knowledge and experience with Word and Excel and financial software. Experience with NetSuite and/or Adaptive Planning is preferred.
