Environmental Compliance Specialist 

Description

Responsibilities:

As an Environmental Compliance Specialist, you will be actively involved in transportation and land development infrastructure construction projects ensuring compliance with all permits and project environmental requirements. In addition, you will lead the environmental planning and design phases of projects assigned to you. Specific duties include:

  • Developing, documenting, and conducting project specific environmental training
  • Performing SWPPP inspections and environmental compliance audits on construction projects
  • Generating monthly environmental reports
  • Working on-site with contractor staff to recognize permit compliance deficiencies and direct and obtain corrective actions
  • Developing means and methods site management plans, amending the SWPPP, and implementing recommended corrective actions
  • Designing SWPPP narratives, erosion control, and turf establishment plans

Required Experience:

  • Bachelor's Degree in Environmental Science, Natural Resources, Geology, Civil Engineering, or related field
  • Eight (8) to twelve (12) years of previous Environmental Compliance experience
  • Thorough understanding of federal, state, municipal, and watershed district environmental regulatory programs, including Wetland Conservation Act, MNDNR Public Waters, and Section 404 & 401 permitting
  • Experience with the following facets of environmental compliance and their associated permitting requirements:
  • Contaminated materials management, including contaminated groundwater dewatering, and asbestos and regulated materials disposal
  • Spill containment, clean-up, countermeasures, and reporting
  • Wetland and floodplain mitigation
  • Storm water pollution prevention
  • Cultural resource surveys
  • Invasive species prevention
  • NPDES inspections, reports, and permitting
  • Experience working closely with contractor staff on active construction projects
  • Erosion and Stormwater Construction Site Management Certification
  • Strong, interpersonal, verbal and written communication skills
  • Demonstrated ability to provide excellent customer service and fulfill commitments related to project deadlines
  • Strong technical and problem-solving skills
  • Ability to work in locations that feature rough terrain typical of construction sites

Preferred Experience:

  • Design of Construction Stormwater Pollution Prevention Plans
  • Completion of 5-day basic wetland delineator certification training
  • Experience preparing maps and figures in ArcView or other GIS platforms
  • Experience with rare plant surveys, noxious weeds and tree inventories
  • Experience writing Environmental Impact Statements (EIS), Environmental Assessments (EA and EAW) and/or Categorical Exclusions (CATEX)
  • Working knowledge of AutoCAD or Microstation
