Budget Manager 


Job Description:

Chinese-American Planning Council, Inc. (CPC) has a dual role as (1) a direct service provider and (2) the lead agency with five financially active subsidiaries.

The Budget Manager would be responsible for the detailed maintenance of the 100+ budgets of the parent organization. This position would also be responsible for the collection and summarization of the subsidiary budgets for inclusion in consolidated statements. The subsidiary books and budgets are maintained in the local offices by subsidiary staff, but the consolidation takes place at Central. Copies of all supporting records from all affiliates for the annual consolidated audit would be maintained by the Budget Manager. An unaudited consolidated report is presented to the CPC Board every two months so the records need constant updating.

Primary duties:

  • Works with branch or division directors to create composite budgets.
  • Reviews all the budget proposals and budget modifications to assure compliance with funding source regulations and internal guidelines.
  • Assimilates all parent and affiliate budgets for bi-monthly reports to the parent organization Board.
  • Reviews and approves indirect and direct cost allocations for expenses shared among programs. (Includes salaries, fringe, rent, maintenance, telephone and utilities, etc.)
  • Reviews affiliates' general ledgers and trial balances monthly and reports on any unusual occurrences.
  • Maintains permanent record data for organization required for the consolidated report. (Leases, mortgages, loans, etc.)
  • Monitors indirect cost support requirements by each division.
  • Monitors fringe benefit and payroll tax cost support requirements by each division.
  • Helps program directors in preparing and managing their budget through analysis and projections; also assists them in budget modification when required
  • Assists in agency and program audit
  • Performs other duties or special projects assigned from time to time
Position Requirements

Required Skills:

  • Interpersonal skills to deal with program managers.
  • Computer skills to develop Excel consolidated budget
  • Analytic skills and communication skills to evaluate budgets and communicate problems and solutions.

Education and Experience:

  • Bachelor's degree in Finance or Accounting.
  • Previous experience working with budgets.
  • Excel Skills.
