About the Organization The mission of Fenway Health is to enhance the wellbeing of the lesbian, gay, bisexual, and transgender (LGBT) community and all people in our neighborhoods and beyond through access to the highest quality health care, education, research, and advocacy. Fenway Health was founded in 1971 and has grown from a less than 10 person operation in the basement of a building near the Boston Fens to one of the largest LGBT-focused organizations in the world. It consists of three main centers:

• Fenway Community Health Center, our clinical arm, which is a federally qualified health center that operates three clinic sites (Fenway:1340, Fenway:South End, and the Sidney Borum, Jr. Health Center) in the Boston area and provides over 30,000 patients with primary and specialty medical care, behavioral health care, optometry care, and dental care;

• The Fenway Institute, our research/training/education/policy development arm, which houses numerous research initiatives as well as the National LGBT Education Project, the LGBT Aging Project, the National Center for Innovation in HIV Care, and the Center for Population Research in LGBT Health; and

• AIDS Action, our HIV/AIDS service organization, which provides nonclinical services (case management, housing and legal assistance, outreach, peer support) to people living with HIV/AIDS and operates numerous programs focusing on HIV/STD prevention/testing/treatment, including the Access (drug user health program), TransCEND (transgender peer support and risk reduction program), and Youth on Fire (drop-in center for homeless and street-involved youth) programs.

Description

Function:
Reporting to the Data and Evaluation Manager, the Public Health Data Specialist is responsible for the development and implementation of data management, monitoring, and evaluation plans and quality improvement initiatives for the Drug User Health Program.

Representative Duties:

  1. Provides data management and evaluation support to the Drug User Health Program, a Public Health Prevention Program of Fenway Health, in the implementation of grant-funded outreach, prevention, screening, and behavioral interventions:
  • Responsible for designing, developing, and maintaining effective data management systems in alignment with program objectives and grant requirements
  • Generate and evaluate standard monthly, quarterly and annual program reports to assist the Drug User Health Program Management in understanding progress toward grant deliverables and to provide ongoing quality assurance and outcomes data related to the program.
  • Collaborate with the Drug User Health Program Management in evaluating current service delivery and assisting management in assessing service gaps.
  • Coordinates grant-related monitoring communications with funders of the Drug User Health program as they relate to data and evaluation activities and program progress towards deliverables.
  • Assures quality of lab submissions to the Massachusetts Department of Public Health and works with staff to implement and evaluate lab protocols.
  • Develop program dashboards and lead monthly dashboard meetings in partnership with program management to assess program performance toward deliverables
  1. Responsible for designing, developing, and maintaining effective data management systems for the Drug User Health Program
  • Coordinates with program staff, funders, and other external parties to ensure program activities and project data collection are progressing according to protocol and timelines
  • Maintains a functional understanding of existing data sources, organizes and maintains a Public Health Department level perspective on data management, evaluation, and quality assurance.
  • Maintains protocols for data collection to maintain compliance with funder requirements.
  • Develops and maintains databases and tools for data collection for the Drug User Health Program
  • Assists in the preparation, and submission of reporting requirements to government and private funding sources for public health initiatives.
  • Coordinates and consults with internal and external stakeholders to gather information data requirements and program deliverables Assists in implementation and planning of Health IT systems as related to projects.
  • Conducts thorough problem analysis and looks for opportunities to leverage work across multiple projects and create efficiencies across programs and projects.
  • Develops and implements QC protocols
  1. Provides training and technical assistance to program staff as it relates to data systems, data collection, and data interpretation
    • Ensures that staff receive a comprehensive program orientation related to their data collection responsibilities
    • Provides ongoing guidance to program staff as it relates to data collection, including data quality, completion and timeliness.
    • Develops and reviews protocols related to program activities per request of management.
    • Assists in developing and maintaining compliance standards related to protected health information
    • Utilizes public health techniques such as geomapping and develops graphs and other visuals to illustrate program data in order to inform strategy to achieve program deliverables
  2. Meets Agency Participatory Expectations
  • Initiates and participates in continuing quality improvement efforts
  • Adheres to all agency and departmental policies and procedures
  • Participates in quality assessment and improvement activities as requested
  • Adheres to the highest principles of patient and client confidentiality
  • Adheres to established safety policies, procedures and precautions; identifies potential or actual unsafe situations in the environment and takes measures to rectify the situation
  • Attends all required meetings, in-services and professional trainings
  • Attends all regularly scheduled research meetings, trainings, forums and pertinent FCH staff meetings
  • Maintains professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities
  • Serves on agency committees and in professional organizations when requested
  1. Performs other related duties as required

Position Requirements

Requirements

  • MPH or related public health field required.
  • Coursework in evaluation methods preferred.
  • Minimum one-year program evaluation experience preferred.
  • Strong knowledge of harm reduction principles preferred
  • Experience managing multiple projects and interfacing with outside organizations required.
  • Experience with Microsoft Office applications including Access, Excel and Word required. Experience with programming or statistical software such as SQL, Tableau, Microsoft Access, SAS or SPSS preferred.
  • LGBTQ, HIV/AIDS, and substance use prevention-related experience preferred.
  • Willingness to travel locally as needed required.
  • Ability to work independently and in a team setting
  • Demonstrated strong written and verbal communication skills.
  • Experience working with an ethnically, culturally, and racially diverse work staff preferred.
  • Ability to work harmoniously with diverse groups of individuals required.
