Utilities Superintendent 

Description

Position Summary:

With limited supervision and utilizing broad goals and objectives, this position is responsible for managing, planning, directing and supervising of the activities of all City of Thomasville Utilities employees. Responsible for the proper administration of the policies and affairs of the Utility Systems. The position is responsible for policy development and implementation. Manages and controls the functions of all Utility Systems departments and performs duties and functions relative to a wide range of utility programs and functions.

Reporting Structure:

This position reports to the City Manager.

Essential Duties:

  • Provide direct management over all utility systems including Electric, Natural Gas, Water, Wastewater, Technical Services, Energy Control Center, Information Technology, Telecom and Broadband services.
  • Work with Utility Systems department heads to develop, plan and implement goals and objectives.
  • Work with Utility Systems department heads to develop and manage annual department budgets.
  • Insure that all Utility Systems departments are working within their budgets while meeting organizational expectations.
  • Develop and manage rates against service cost and budgets.
  • Oversee Capital Improvement Projects for the Utility Systems.
 
Position Requirements
  • Minimum requirements for this position are graduation from an accredited four-year college or university with a degree in Engineering, Business Administration, or related field and ten (10) years progressively responsible experience in utility operations or administration with at least five (5) years of direct supervisory responsibilities. A comparable amount of experience, education and training may be substituted for the minimum requirements, if determined the job duties can be performed.
  • Leadership experience
  • Knowledge and experience in developing and negotiating contracts and agreements.
  • Communication skills including public speaking.
  • Knowledge and experience of public utilities; preferred experience with the Municipal Electric Authority of Georgia and Municipal Gas Authority of Georgia.
  • Knowledge and experience in municipal budget development.
  • A valid Georgia Driver's License is required.
 
Physical/Environmental Requirements Mobility to work in typical office settings using standard office equipment is required. In addition, vision to read printed materials and computer screen and hearing and speech to communicate in person or over the telephone. Occasional exposure to adverse weather elements experienced during service outages and the necessary actions used in assessing and restoring systems.
