Position Police Chief  
Description

Position Summary

This is a senior management position in which a person functions as the Chief Operating Officer of an organization providing services that include, but are not limited to, Police patrol, traffic control and enforcement, accident investigation, crime prevention and investigation, response to citizen complaints, and calls for assistance, community education, communications and emergency services. The Chief directs the day-to-day operations of the Department and exercises law enforcement powers and responsibilities assigned to Police Chiefs and sworn Police officers under State Statute and City ordinance. This position is expected to work a 40-hour workweek and is also expected to participate in various meetings and work-related functions outside the standard workweek. Due to the nature of serious investigations above and beyond normal working hours, the schedule may be adjusted to allow for some time off.

Responsibilities

  1. Direct the periodic review of the Police Department’s long-range Capital Improvements Plan and budget (annually).
  2. Review, develop and propose, for consideration by the Common Council, City policies governing prevention of crimes, enforcement of State Statutes and City ordinances, safe movement of people and goods, and protection of people and property (annually).
  3. Participate in continuing education and training programs to maintain or develop the knowledge and skills needed to perform tasks associated with this position.
  4. Provide a channel of communication between the Department and the office of the Mayor, the Board of Police and Fire Commissioners, other City agencies and the community.
  5. Monitor, plan, and conduct systematic evaluations of entry-level training programs, in-service training programs and other activities designed to meet the continuing education and training needs of Police officers and civilian staff.
  6. Plan, organize, staff, direct, and control the operations of the Police Department; coordinate activities with the Mayor, other boards, commissions and committees as required; coordinate planning with other City agencies and units of government as required.
  7. Monitor department expenditures and revenues; coordinate necessary adjustments to capital improvements and operations budgets with the Common Council and the Mayor.
  8. Direct and monitor activities of senior subordinates and staff.
  9. Review, develop, and implement policies and procedures related to the day-to-day administration of the Department.
  10. Conduct internal investigations involving employees when necessary.

 
Position Requirements

QUALIFICATIONS

The ideal candidate will have a successful track record of developing collaborative relationships internally and externally. A strong core value system and an emphasis on teamwork, respect, and innovation are essential characteristics sought for this position. It is also responsible for fostering internal and external relationships and for the mentoring/coaching of command staff. This position requires certification or capacity to meet certification requirements established for police officers under Sec. 165.85 (4) Wis. Stats. A minimum of ten years full-time police experience, five years of which must be in administrative or management capacity. This position requires a Bachelor’s degree or Masters Degree preferred, from an accredited college with an exposure to the following studies; criminal law, criminology, sociology, public administration, business management, communication or other related studies.
