Position Summary:
The Director of Treatment Foster Care is responsible for both clinical and administrative management of the foster care program, utilizing a family-centered, child-focused, community-based approach to service delivery. This individual is also responsible for the growth, development and day-to-day functioning of the Treatment Foster Care Department; the supervision of the staff within the department; and acting as a liaison with other programs and supporting departments as well as outside organizations and stakeholders representing The Arc Northern Chesapeake Region and the Treatment Foster Care program.
Position Duties & Responsibilities:
In a manner consistent with supporting The Arc NCR Mission Statement the Director, Treatment Foster Care shall do the following:
Quality Support

Oversees operations within the Treatment Foster Care program and ensures compliance with local, state and federal regulations.

Provides emergency response capability 24 hours a day, seven days a week.

Develops department structures and procedures in accordance with agency objectives and all applicable standards and regulations.

Supports program development including the maintenance of outcome data, quality assurance and utilization review.

Oversees the recruitment, licensure and training of foster parents in compliance with program policy and state regulations.

Maintains program license as a child placement agency.

Ensures compliance with monthly DHR reports, foster parent records, and foster child records.

Minimizes placement disruptions.
Quality Team Members

Assures staff members are meeting agency, state and federal regulations for required in-service training and certifications.

Works effectively and cooperatively with the Human Resources department to ensure agency personnel policies and procedures are followed and takes necessary disciplinary action to ensure staff members are held accountable to those policies.

Through direct supervision of clinical social workers, oversees the provision of clinical social work services to foster children, foster families and biological families.
Financial Excellence

Works effectively and cooperatively with the Finance Department to ensure agency policies and procedures are followed and budgetary goals are met related to the financial responsibilities of the residential program.

Assists in the development of program budgets; regularly monitors annual program budgets to ensure program costs do not exceed budgetary constraints.

Establishes and maintains positive collaborative relationships with relevant community agencies; represents the agency at community meetings/groups

Assists with the development and implementation of new programs; identify grants and other funding sources; participate in fund-raising and grant writing activities as needed.

Recruits perspective foster parents and provides training so that they are able to support children being referred.

Coordinates with local departments around referrals
