Summary:

The Program Manager (PM) will support Yorktown System's Group's contract efforts for the Operational Environment and Core (OE/Core) Functions at the United States Army's Training and Doctrine Command (TRADOC) Deputy Chief of Staff for Intelligence (G-2). The Operational Environment (OE) is a composite of the conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander. As an organic, complex system, the OE provides the common framework in which warfighting programs and strategies are conceived, defined, and executed. It is a living foundation in which choices made, by adversary and allies alike, affect the outcome of the future which must be accounted for. As adversary's asymmetrical approach to warfare continues to generate greater complexity and flexibility, the government's requirement for similar complexity and adaptability in Tactics, Techniques and Procedures (TTPs) escalates correspondingly.

TRADOC Deputy Chief of Staff for Intelligence (G-2)'s mission is to understand, visualize, describe, deliver & assess the OE in order to reduce risk and prevent surprise; today and into the future 2035+. TRADOC G-2 is the designated Lead for Core Function #13 Operational Environment; the process of developing, verifying, validating, accrediting, and providing OE products and services represents an authoritative, validated OE contextual baseline for TRADOC users and operational forces in the areas of training and training development; education; leader development; concept and doctrine development; and capabilities development, integration, and evaluation.

Specifics duties may include, but are not limited to:

Provide complete program management support that fully integrate, manage, control and document all phases of the TRADOC G2 contract requirements.

Act as the focal point for all issues for the contract and keep the Government fully informed on OE CORE status and events both verbally and in writing.

Support the TRADOC G2 in execution of its mission as TRADOC's designated Lead for its Core Function #13, the OE, and provide support and services to TRADOC in the following specific areas:

  • Identify, define, and predict the variables of the OE.
  • Implement the analysis and supplant the traditional focus regarding LD and training (individual, unit, and collective training) as well as doctrine development (requirements determination, future doctrine, and joint doctrine).
  • Provide Subject Matter Experts (SMEs) and Consultants to execute G2 special projects and missions assigned as short term, rapid acquisition needs.

Serve as the principal point of representation and liaison to the Government Contracting Officer (KO), the Contracting Officer's Representative (COR), government management personnel, Teaming partners and customers

Performs on-site management for this task order and overall management coordination with the Government for performance of all work under the PWS

Responsible for overseeing the operational planning, establishment, execution, and evaluation of a multifaceted program

Manage the coordination and execution of the task order mission training services for multiple unit exercises

Responsible for managing fiscal, operational, administrative and human resources related to the program

Responsible to meet all contract deliverables as well as Quality Control and Risk Management.

Responsible to explain the Government's policies, procedures and goals to team members.

Analyze mission requirements against capabilities, defining objectives and priorities, coordinating and assigning projects and resolving problems.

Manage quality of service delivery through observation, analysis and interaction with the customer

Employee will also perform such other duties as are customarily performed by other persons in similar such positions, as well as such other duties as may be assigned from time to time by the Employer.

Required Qualifications:

Minimum of 8 years of demonstrated program and personnel management experience.

Minimum of 2 years managing a Government contract similar in size and nature to this contract requirement.

Graduate of CGSC or ILE (MEL 4), Senior NCOES or equivalent, Senior Service College or equivalent military schooling.

Prior experience supporting TRADOC or other MACOMs.

Demonstrated understanding of intelligences processes and capabilities in order to evaluate candidates and performance.

Personal and written communications skills appropriate for senior level audiences.

Proficient with MS Office Suite of Applications
