GENERAL DESCRIPTION:

Highly responsible managerial and supervisory position that oversees and manages the Compliance and Quality Assurance Division. Ensures compliance with applicable rules, regulations, policies, and practices. Supports public safety agencies with compliance, quality assurance, accreditation, grants, and contract compliance as assigned.

ESSENTIAL JOB FUNCTIONS:

  1. Develops, implements and manages a comprehensive quality assurance program. Reviews and updates quality assurance processes and measurement tools.
  2. Gathers, analyzes, and interprets operational data to prepare and disseminate pertinent reports to internal and external customers.
  3. Responsible for coordination of all quality assurance activities including review of patient care reports for completeness and inclusion of appropriate clinical care.
  4. Maintains a professional and cooperative relationship with County Medical Director, Ambulance Service Provider and other public safety agencies.
  5. Gathers and forwards clinical data obtained via electronic/digital monitoring to EMS Medical Director and clinical staff to ensure patient care quality in accordance with accepted standards and to ensure adherence to adopted practice parameters.
  6. Coordinates with Fire Department Operations Chiefs, Medical Director(s) and EMS training staff to identify, address and correct deficiencies or inconsistencies noted in clinical care provided by County staff.
  7. Serves as contract manager for Ambulance Transport contract.
  8. Assists with Accreditation program maintenance and oversight. Performs a variety of complex administrative and professional assistance work in planning, coordinating and managing the maintenance and adherence to accreditation standards. Ensures all annual and/or time sensitive reviews, reports, audits, and inventories are completed as required.
  9. Gathers, analyzes, and interprets data to prepare and disseminate pertinent reports to internal and external customers. Reviews and reports the organization's compliance with its established Standard of Operational Coverage.
  10. Works with members of the leadership team to perform quality assurance activities including monitoring the effectiveness of programs by measuring outcomes, monitoring the quality of service, and providing recommendations for improvement or the addition of new programs.
  11. Conducts research and analysis of current and future public safety issues and trends as assigned.
  12. Demonstrates thorough knowledge of the BOCC's Personnel Policies and Procedures and specific programs as assigned.
  13. Must be a non-smoking/non-tobacco using person, both on and off the job, for at least one (1) year immediately preceding application and maintain same non-smoking/non-tobacco status throughout the term of employment.
  14. In case of emergency or crisis situation (hurricane, flood, etc.) position is required to respond/perform recovery duties as assigned by immediate supervisor.
  15. Maintain regular attendance and the ability to work evenings, nights and holidays as required.

Position Requirements

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of modern qualitative and quantitative statistical data analysis methods
  • Knowledge of pre-hospital patient care for Basic Life Support and Advanced Life Support (Paramedic) methods and procedures.
  • Knowledge of modern data processing equipment, audio, and visual equipment.
  • Knowledge of modern methods of emergency medical service.
  • Knowledge of emergency management programs.
  • Knowledge of accreditation models.
  • Skill in the use of computers and computer programs.
  • Ability to access, input, and retrieve information from a computer.
  • Ability to use all audio/visual and other electronic equipment needed in the presentation of training programs and materials.
  • Ability to understand and follow oral and written instructions quickly.
  • Ability to establish and maintain effective working relationships with employees, management, outside agencies, and the public as necessitated by the work.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to apply analytical skills for all related activities and interprets data for making effective decisions, recommendations, reports, etc.
  • Ability to think clearly and use independent judgment in routine and non-routine situations that may occur.

EDUCATION AND EXPERIENCE:

  • Graduation from an accredited college or university with a Bachelor’s degree in Emergency Services, Organizational Management or a closely related field
  • Three (3) or more years of experience in public safety to include firefighting, emergency medical services, or emergency management.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Valid Florida Driver’s License of the correct class for the vehicle driven, and a driving record acceptable to the insurance provider.
  • Possess and maintain a current State of Florida Paramedic Certification as per Florida State Statute chap. 401.27.
  • Possess and maintain a current American Heart Association (or approved equivalent) CPR card, and ACLS card.
  • NIMS I-100, I-700, and I-800

  • Ability to utilize a computer and all audio/visual equipment necessary to perform the assigned duties

ENVIRONMENTAL CONDITIONS:

  • Inside in an office environment.
  • Work is occasionally performed in and/or around a fire station or fire department training labs/grounds.
