Purpose of Classification:
The purpose of this classification is to assist in administering and overseeing the functions and operations of the Community Development and Regulatory Affairs Department to include the divisions of Planning and Zoning, Engineering, Code Enforcement and other related departmental services. Responsibilities include managing comprehensive planning, processing and preparing zoning applications, zoning application analysis and recommendations, permitting, plan review, and building and site inspection activities for the City of South Fulton.
Essential Functions:

Supervises, directs, and evaluates assigned staff: makes hiring or termination decision/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Manages and administers implementation of work programs and projects within department including current planning/zoning, Comprehensive Planning, permitting, plan review, and inspections for City of South Fulton; drafts required plans and state mandated amendments; manages economic development functions related to comprehensive planning; and represents assigned operational division at City of South Fulton meetings
Represents department in interactions with community associations, business associations, other governments and governmental agencies: collaborates with outside agencies and other jurisdictions in developing and implementing community development programs; establishes and maintains viable business relationships; serve as representative/liaison to City of South Fulton Board of Education; and facilitates required coordination meetings.
Manages and oversees adherence to professional standards related to plan review, site and building inspections.
Manages City of South Fulton Greenspace Program: oversees implementation of City of South Fulton TrailNet plan; facilitating real estate transactions related to plan; negotiates conservation documents; conducts field visits; prepares feasibility studies; makes recommendation on acquisition by purchase/donation; and presents reports, studies and findings to Mayor and Council.
Performs a variety of zoning related functions: facilitates evaluation of zoning petitions; oversees maintenance of official zoning records and maps; consults with customers to provide information/interpretation of City zoning resolutions, policies, and standards for land development; coordinates/prepares amendments to City of South Fulton Rezoning Resolution and related laws; evaluates land development proposals for compliance with applicable laws; and facilitates mediation between communities and developers on zoning issues, use permits, and other development modifications.
Develops, defends, and administers department budget: makes recommendations; approves or denies specific expenditures; monitors expenditures against approved budget; and makes adjustments as necessary.
Responds to and resolves citizens' complaints concerning planning/zoning, Comprehensive Planning, permitting, plan review and inspections relate issues/problems.
Manages annexation and de-annexation petitions in accordance with City of South Fulton Service Delivery Strategy Act and Official Code of Georgia; reviews pending annexations for land use conflicts; arranges for preparation of necessary maps and documentation; and prepares recommendation to the Mayor and Council for official action.
Oversees and manages Request for Proposals related to comprehensive planning program: drafts required procurement documents; serves on selection committee; and manages contract with selected vendor and contractors.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to planning and community development activities; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
Additional Functions:
Acts as Director, Community Development in absence of the same.
Performs other related duties as required.
