Land Information Business Analyst 


Job Summary

Performs analysis of spatial/land information in support of asset/resource management and planning, financial analysis and strategic planning. Manages individual Land Analysis projects and applications, and acts as a subject matter on issues related to Land Analysis.

Essential Responsibilities

Business Analysis and Solutions

  • Works closely with end-users to understand and evaluate requirements. Designs and develops solutions and procedures to address requirements.
  • Understand and document the current state of business processes. Based on documentation, identify areas for improvements

Land Information Management

  • Establishes system procedures and data/quality standards. Document KS data standards and disseminate/train to ensure standards are followed. Ensure attribute data is entered consistent with KS data standards and on schedule. Develop queries and ad hoc reports for operational planning and feedback and monitoring the accuracy of significant data. Identify improvement opportunities in land systems that will enhance information available for reporting and management feedback.

Functional/Technical Support

  • Serves as a resource person for user questions and problems.
  • Responsible for analyzing and troubleshooting interfaces, software bugs, reports and software customizations. Identify and implement corrective action where necessary
  • Responsible for understanding and assists in developing end user documentation covering such items as customizations, interfaces, reports, business processes. Provides communication and training to end users.
  • Perform intermediate business analysis tasks for land system implementations, upgrades, and enhancements working in partnership with Information Technology Division and Operational Teams. Provides analysis of new functionality, including, total effort, upstream and downstream impacts, integrations, etc. Responsible for design integrity of both system and business processes. Leads the user acceptance testing by developing test scripts, resolving issues and associated documentation.

Project Management

  • Responsibilities include but not limited to the planning, execution, control and reporting of low to moderate risk projects, or portions of larger projects, within the constraints of scope, cost, quality, time and stakeholder expectations. Facilitates and runs meetings, documents results, tracks issues and ensures resolution.

Position Requirements

Minimum Qualifications - A combination of education and experience may be substituted for the requirements listed.

  • Bachelor's degree in Business related field such as Accounting or Computer Science, or closely related field.
  • Minimum of 3 years of work related experience,
  • Demonstrated hands-on application configuration experience, preferably with Property Management, Property Inspection, and/or Geographic Information System modules.
  • Strong analytical skills; ability to assess development requirements, business process requirements, cross application impact, and integration requirements.
  • Good communication skills (written and verbal); ability to communicate with Operational Teams to identify and articulate business issues and their respective complexity and priority. Ability to develop quality documentation.
  • Ability to design, build and maintain reports.
  • Ability to design and deliver end user training.
  • Ability to explain system configuration to Operational Managers so they can understand the implication of different design solutions.

Preferred Qualifications

  • Proficient in SQL
  • Real Estate License
  • Working knowledge of Property Management and Financial modules e.g. GL, AR, AP, Budget and Forecasting, Leasing, Lease Administration, Investment management, tenant portals
  • Working knowledge of Geographic Information System products and modules and capabilities (i.e., ArcMap Desktop: ArcCatalog, ArcToolbox, ArcScene, ArcGlobe, ArcGIS Online, WebGIS)
  • Ability to recommend and implement a sustainable system solution that balances between meeting business requirements and minimizing system complexity.
  • Experience in the full life cycle of applications, including implementation, maintenance and upgrades
  • Ability to develop work plans, i.e. testing, realization, cutover, to meet project deadlines.
  • Demonstrate excellent verbal and written communication skills and the ability to interact professionally with a diverse group of executives, managers, and subject matter experts
  • Proficiency in MS Word, Excel, PowerPoint, Project, Visio, SharePoint, and Toad/Query writing.

Physical Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
  • Occasionally stand and/or walk, write by hand, and lift and/or carry, push and/or pull objects that weigh up to 10 pounds.
  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.

Working Conditions

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office/school environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours but evening and weekend hours are often required to meet goals and objectives.
