Description

The Quality, Safety, Risk and Performance portfolio promotes the development, enrichment and execution of organizational wide quality improvement, building a culture of awareness and understanding. Quality is the underpinning of all clinical care, ensures fiscal stewardship and provides the platform for measurable improvement. Privacy plays critical roles in the mitigation of potential litigation, minimizing potential clinical and organizational risk and protecting the information of clients as required by legislation. The Privacy Specialist supports the Director and the Hospital’s leadership team in ensuring organizational compliance with relevant privacy legislation. The primary role of the Information Access & Privacy Specialist position is three-fold:

  1. To assist the Director to implement, sustain, monitor and improve a comprehensive privacy program in a complex healthcare environment,
  2. To complete privacy-related deliverables for new projects, including but not limited to PIAs, PIA summaries, obtaining risk mitigation sign off, self-assessments, construction of supportive policies & procedures, and
  3. To assist the Director in implementing operational compliance programs (e.g. auditing, research protocol review)

The role will require the individual to work closely with other TAHSN and CAHO facilities on privacy, and provide advice and support on a diverse range of complex, multi-stakeholder cases. The successful incumbent is a professional with outstanding communication, organizational and analytical skills, who provides leadership, management, education and mentoring in the area of privacy.

KEY RESPONSIBILITIES

  • Facilitates and leads the planning, development, coordination and sustaining of Quality initiatives resulting from privacy incidents;
  • Defines, analyzes, and oversees the collection of data for relevant privacy indicators and performance measures corporately and within programs & services;
  • Uses qualitative and quantitative analysis, provides recommendations surrounding opportunities for improvement;
  • Provides facilitation, training, and support as appropriate for privacy resolution;
  • Knowledge of privacy legislation and access legislation within a hospital environment;
  • Manages privacy deliverable and deadlines in support of all organizational activities;
  • Conducts privacy impact assessments and organizational reviews, providing subject matter expertise and advice on policy and process, privacy requirements and governance;
  • Develops risk mitigation plans and execute same to respond to recommendations falling out of investigations and Privacy Impact Assessments;
  • Reviews findings of compliance and monitoring program; privacy metrics, PIAs, privacy investigations, analysis of information to provide leadership for the resolution of issues and the potential impact organizational, to clients and to clinicians;
  • Supports organizational Freedom of Information function and ensure legislative compliance;
  • Designs and implement innovative educational programs that facilitate the understanding and integration of privacy concepts within the organization anchored in quality;
  • Ensures ‘currency’ in all relevant legislation and changes that impact the quality agenda (e.g. public reporting, PHIPA, FIPPA, Accreditation Canada, Health Quality Ontario, Ontario Hospitals Association);
  • Leads patient/client improvement initiatives and translate lessons learned into programs and services across the organization;
  • Serves as a resource for staff regarding privacy;
  • Builds and manages strong relationships with internal and external stakeholders to ensure effective application, administration and compliance with all applicable privacy legislation and policy;
  • When time permits support the hospital with risk/safety initiatives related to privacy.

QUALIFICATIONS

  • University undergraduate degree in a related field (e.g., business, law, public or health administration, library sciences or information management) required;
  • Healthcare background with appropriate pre-requisite knowledge (e.g. PT, OT, Nursing etc…) is an asset;
  • Graduate degree (Research Masters, HPME, MBA) is an asset;
  • Canadian certification with the International Association of Privacy Professionals (CIPP/C) or an equivalent credential is an asset
  • Experience 3-5 years with privacy within a hospital setting, or health systems perspective;
  • Experience with Research Ethics Board.
  • Experience in managing and evaluating privacy programs;
  • Sound understanding of project management and/or change management principles;
  • Sound understanding of Quality improvement tools (Root Cause, FMEA, Seven Quality Tools);
  • Sound understanding of Privacy legislation;
  • Strong leadership abilities (independent and collaborative);
  • Exceptional interpersonal and communication skills (oral and written) tailored to various audiences (e.g. leadership, governance);
  • Excellent organizational and analytical skills;
  • A high level of maturity, discretion and emotional intelligence;
  • Demonstrated ability to facilitate teamwork, collaboration, and partnership;
  • Understanding and knowledge regarding all relevant regulatory/legislation laws (e.g PHIPPA, FIPPA);
  • Industry experience in paediatrics and/or rehabilitation is an asset;
  • Competent in all Microsoft packages.
