The National Board for Certified Counselors (NBCC) is a not-for-profit, independent certification organization whose primary purposes are to establish and monitor a national certification system and to identify those counselors who have voluntarily sought and obtained board certification. The organizational mission is to advance counseling as the premier certification body of the profession with a vision of enhancing society worldwide through quality counseling. NBCC and Affiliates is comprised of three organizational affiliates: the National Board for Certified Counselors (NBCC), the Center for Credentialing and Education (CCE) and the NBCC Foundation (NBCC-F).

NBCC and Affiliates has operations and partnerships in 40 countries providing certification, training programs and public mental health services through institutes and residencies. Over 66,000 Board Certified Counselors serve the public and advance mental health efforts across the globe. With a portfolio of nine credentials related to professional counseling, mental health, addictions, human services, and career development, NBCC and Affiliates seeks to expand the professional capacity of counselors and human service professionals. NBCC is focused specifically on credentialing, certification and quality assurance, while CCE focuses on providing education and training opportunities and leveraging credentials to best serve communities. Additionally, CCE provides organizational management services for associations, boards, and other management clients. The NBCC Foundation engages in capacity building, seeking to expand access to mental health services in underserved and never-served communities and increase the accessibility of high-quality professional development resources for counselors.

POSITION REQUIREMENTS AND RESPONSIBILITIES

The Director of Assessment will oversee all operations of the Assessment Department and supervise and evaluate all personnel. The Director leads the team that oversees the assessment component of NBCC and CCE Certification and Credentialing programs. The Director is directly responsible for maintaining the psychometric integrity of the assessment programs and holds the ultimate responsibility for the team’s performance, the quality, and effectiveness of assessments, and the assessment development process. The following responsibilities and duties are a summary of the essential roles and functions of the position. Other duties may be performed as needed or requested to achieve department, division and/or organizational goals.

  • Plans, manages, and evaluates testing programs of the highest quality, aligned with industry standards, adhering to ethical mandates, and consistent with the organization’s vision and mission.
  • Establishes and manages testing program requirements and components with team members and communicates this information to stakeholders
  • Manages the monitoring of all examination processes
  • Plans, coordinates, and oversees the performance of statistical analysis on all new and existing assessment programs, including pilot projects.
  • Develops and maintains a comprehensive calendar of examination committee meetings, test administrations, evaluation processes, job analysis initiatives, standards review, and other critical elements of the Assessment Department’s annual efforts.
  • Oversees budget development and management, including making recommendations to the Executive Leadership Team regarding staffing and contracted services.
  • Responsible for overseeing the maintenance of the testing program database (item bank) and generating meaningful regular reports.
  • Maintains Assessment Specification Reports for all assessments, including objectives, level of practice, exam length, administration time, and an explanation of the methods used to for scoring, cut score determination, assessment of score accuracy, and equivalence.
  • Maintains and oversees the implementation of systematic item development plans for all assessments.
  • Plans and oversees the development and implementation of all examination committees, task forces, advisory groups, and other stakeholder engagement mechanisms.
  • Designs, implements, and evaluates security protocols and processes related to assessment development, administration and retention of scores.
  • Monitors and audits all aspects of testing program processes in a variety of formats.
  • Works collaboratively with Legal Team to register and copyright all assessment tools.
  • Works collaboratively with the Accreditation Team to prepare reports and facilitate accreditation processes.
  • Develops and presents statistical reports related to testing programs to the Executive Leadership Team and Affiliate Boards.
  • Engages in ongoing professional development and engagement in professional assessment community to maintain knowledge and skills regarding industry best practices, assessment trends, and policies.
  • Contributes to the professional discourse around best practices for assessment through scholarship and presentations as time permits.
