Voter Services Program Coordinator 

About the Organization The Supervisor of Elections administers all federal, state, county, municipal and special district elections in Hillsborough County. It's our responsibility to process all voter registration applications received from qualified Florida residents, and also to educate Hillsborough County residents about registering to vote. We issue Voter Information Cards to all newly registered voters, and reissue those cards when there are changes to a voter's registration information or polling place. Maintaining our voter database is a huge undertaking and one we take great care with. We hold countywide elections, as well as municipal elections for the City of Tampa, Plant City and Temple Terrace, and work with the county and municipalities periodically on reapportionment, redistricting and drawing precinct boundaries. Candidates for county, district and special district offices file and qualify for candidacy with our office. We also receive the forms and financial reports that candidates, committees and political parties are required to file. And our office verifies and certifies all petition signatures for candidates and ballot initiatives.

POSITION DESCRIPTION/PURPOSE

The Voter Services Program Coordinator is responsible for leading special projects and programs within the department. These may include but are not limited to Eligibility Management, developing processes and writing procedures, training and mentoring permanent and temporary staff, implementation of new products and services, and back-up to management on daily tasks and supervision of staff.

DUTIES AND RESPONSIBILITIES

  • Provide oversight, audit and instruction to permanent and temporary employees on Florida Statewide Voter Registration (FVRS) and data entry of voter registration applications, absentee requests, and list maintenance of voter records.
  • Champion and implement paperless workflows using available technologies, resource and tools.
  • Assist in analyzing and resolving issues with voter registrations, absentee requests, list maintenance, and other Voter Service areas.
  • Process/audit voter registration applications entered into the FVRS database for accuracy and ensure voters are not duplicated in system. Process election related forms such as multi-purpose forms.
  • Process/audit Vote by Mail requests and signature verification of ballots.
  • Process provisional ballots and make recommendation to Canvassing Board.
  • Process List Maintenance programs (NCOA), including database clean-up to ensure addresses received from the U.S. Postal Service and Jury Notices received from Hillsborough County Clerk of the Circuit Court are processed according to Florida Election Laws.
  • Process/audit initiative petitions.
  • Notify Division of Elections of 3rd Party Voter Registration Organization activities.
  • Open, sort, batch and scan incoming mail. Index images to voter records. Assign batch work and maintain daily workflow log.
  • Schedule, print and mail letters to voters.
  • Remove voters from FVRS as required by Florida State Statute 98.075.
  • Respond to inquiries and search voter records for requested information in FVRS via email, LiveChat, phone, or face to face.
  • Communicate internally with other departments and outside agencies.
  • Provide friendly, courteous customer service, and analyze and resolve customer issues.
  • All other duties as assigned.
 
Position Requirements

QUALIFICATIONS

  • Associate’s Degree from an accredited degree granting college or university, or high school diploma/possession of a GED certificate and two years of clerical experience.
  • Working knowledge of general office policies, procedures and practices.
  • Ability to use considerable initiative, troubleshoot and exercise sound judgment.
  • Knowledge of Election Laws.
  • Proficiency in providing accurate verification of data.
  • Ability to plan, organize coordinate and provide support.
  • Ability collect, organize, evaluate data, make logical decisions and solve problems.
  • Ability to schedule, organize, coordinate, and train “Voter Services Staff/Temps”
  • Ability to use a computer and related software.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relations both within and outside own organization.
