Director of Preconstruction Services 

Description

The Director of Preconstruction Services leads and supports project teams to ensure a high level of client satisfaction; develops accurate budgets/bids, provides value added services and technical knowledge and provides design management through the entire preconstruction process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Administration
    • Assist Management teams to determine what types of projects to bid, strategies, techniques, etc.
    • Create and coordinate precon and bid teams to drive to project success.
    • Develop creative solutions to create competitive advantage, provide superior client services and to help solve challenges and issues that may arise.
    • Consult with clients, vendors, personnel in other departments or construction foreman to discuss and formulate estimates and resolve issues.
    • In a design/build delivery provide leadership to the entire project team to ensure final design, budget and delivery meet client expectations
    • Update and maintain estimating systems including Timberline database.
    • Provide technical support in negotiating contracts, change orders, etc.
    • Assist and if necessary provide leadership in pre-construction and job presentations.
    • When necessary assist in the preparation of studies, materials and methods, recommendations, and cost estimates as required.
    • Assist sales/marketing/business development team by providing preliminary cost opinions based on cost history, recognized industry publications and general business knowledge
    • Perform additional assignments as directed.
  • General Estimating:
    • Works closely with design team, during the development of design to control project costs and coordinate those costs with the design.
    • Develop, execute and support creative bid strategies in both hard bid and select bid scenarios
    • Develop detailed preconstruction and construction schedules, as dictated by the project.
    • Prepare conceptual/schematic project estimates.
    • Prepare estimate/bid schedules.
    • Reviews construction documents and understands scope of work to bid.
    • Review final estimate packages to insure accuracy and completeness prior to formal quotation.
    • Develop bid packages and qualify subs
    • Perform quantity surveys.
    • Inputs take-offs into estimating software.
    • Obtains pricing for materials.
    • Obtains bids from subcontractors.
    • Prepares cost analysis in computer by recapitulating material, labor, equipment, subcontractor and overhead costs incurred in the installation of items.
    • Estimate labor and materials for self-performed work.
    • Collect, update and manage cost and productivity capture systems.

 
Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES

Educational and experience requirements include: Four year engineering or construction related degree plus extensive (10 years or more) experience/knowledge of construction, design, finance and management. Advanced management or technical training preferred. Effective negotiation, team building and complex problem solving skills. Strong mathematical and analytical skills. Exceptional organization skills and keen attention to detail, deadlines and accuracy. Strong interpersonal, written and oral communication. Strong capabilities in conceptual estimating. The ability to assist in coordinating activities on “bid day”. Experiences in design build and design assist construction estimating. Knowledge of common financial practices within construction industry. High quality professional level work product, a positive attitude and behavior traits, initiative and productivity are expected in this position. Persuasive speaking and ability to represent the company in a professional manner. Approximately 10% travel regionally and nationally. Local travel as necessary to facilitate client and project meetings and discussions. Position is highly visible to current and potential clients. Participate in presentations to clients. Provide technical and sales ability to achieve contract award. Must be able to greatly influence and persuade potential clients. Position has profit and loss responsibility.
