Description

This role is responsible for providing a variety of financial and operational analyses and reports to the District's management and program managers.

The role is a key member of the Enterprise Project Portfolio Management (EPPM) team, working closely with the project sponsors and business stakeholders to facilitate a project through the project intake process, maturing the request from initial concept through to formal vetted business case as the project request advances through the intake toll-gates. This will include collaboration with business unit analysts to maintain understanding of the business unit operations and practices, enabling them to effectively investigate and analyze business objectives and goals, elaborate and define detailed business requirements, analyze and recommend options, and ensure project requests clearly identify the keys to effective implementation and adoption in addressing needs of the business. This role will also support enterprise project portfolio data tracking, analysis and reporting.

The role supports the District's forecasting and budgeting processes of the Forecasting, Planning and Analysis organization as needed.

 
Position Requirements

Position Summary

  • Maintain workflows and processes/governance controls that support project portfolio management capabilities
  • Assist with the coordination and execution of all EPPM/project defined workflows, facilitate the intake process, project proposals, project sequencing & prioritization, scenario modeling, demand management, capacity planning
  • Assist with financial forecasting, reconciliation, variance analysis, budget tracking spend analysis & benefits tracking
  • Assist with creating, coordinating and providing training on EPPM activities, processes and workflows with wider PMO staff
  • Assist with coordinate collection, analysis and reporting of EPPM metrics and data.
  • Assist with conducting portfolio dashboard reporting & trend analysis
  • Assist with the District’s budgeting and reporting process.
  • Performs other financial and operational analyses and reports to the District’s management and program managers as needed

Educational Requirements

Minimum of four (4) year degree in Business Administration, Accounting, Finance, or related field required. Bachelor’s degree in Business, Economics, Finance or related field preferred. Three (3) years of job related experience may be substituted for formal higher education. Requires three to four years of analytical, data management and reporting, computer / programming and or business experience. Four (4) to five (5) years of experience specifically in the utility industry preferred. PMI Professional in Business Analysis certification is preferred. Role is expected to obtain a recognized Project Management Certification e.g. PMI/CAPM/PMP Certification in the first 18 months of employment.

Knowledge and Skills

Knowledge of – District’s Strategic Plan, policies and procedures; financial/budgeting reporting; budget preparation and reporting processes; SharePoint and Microsoft Project including the ability to read and interpret schedules; office administration principles and concepts; business and public administration principles; public utility processes (desired); electric utilities including electric transmission and distribution systems and generation; organizational behavior and change management concepts; financial aspects of the utility industry and specifically financial concepts such as return-on-investment and risk adjusted internal rate of return; business acumen and strong analytical skills with a strong knowledge of data analysis and risk assessment.

Skills in – Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint), File360, Maximo, and SSRS (The knowledge of Excel includes the working ability to use pivot tables); computer skills that include word processing and spreadsheet; mainframe computer skills such as inquiry, data entry, and printer operation skills; developing reports, analyzing processes and identifying and implementing efficiency improvements; requesting data, exchanging information, obtaining approvals, negotiating agreements, coordinating schedules, presenting findings and reporting conclusions; delivering technical and non-technical presentations, and speaking professionally and effectively before a wide range of audiences; researching, analyzing, understanding and applying diversified and complex calculations to often-changing data or reporting and analysis requests; conducting comprehensive audits of data; developing and tracking performance metrics; organizing and managing multiple functions realizing a high level of efficient work processes; using personal judgment, direction, tact, courtesy and patience; multitasking; researching and abstracting information and supporting data in preparation for meetings, work projects and reports; working alone and in groups of diverse audiences; maintaining a high level of professionalism and maintaining composure even under stressful circumstances; working effectively with others and having good interpersonal skills; communicating effectively; planning, report writing, coordinating and administering; solving problems and making sound decisions within defined levels of authority; getting programs moving; leadership, adaptability, conflict resolution; making ethical decisions; working independently; thinking strategically; influencing people.

Special Requirements

A valid State driver’s license is required.

Physical Requirements

Majority of work is performed in a standard office setting.
