Position Requirements

Minimum Qualifications:

Bachelor’s Degree in business or public administration, political science or a related field required; supplemented by five (5) years of progressively responsible administrative experience in a government setting; to include lead or supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Driver's License; must obtain and maintain a valid Notary Public Certification, and Certification by the International Institute of Municipal Clerks (IIMC) as a Certified Clerk.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to serve as official record keeper of City records, supervise staff, and perform a variety of administrative duties in support of the Mayor and City Council. Responsibilities include ensuring compliance with the Open Meetings Act, the Code of Laws of City of South Fulton and Procedural Rules for Meetings of the City Council and Mayor, as well as performing administrative functions related to personnel, finance, budgeting, procurement and other special programs as assigned.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: makes hiring and termination decisions; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; develops work plans for office and staff; completes employee performance appraisals; prioritizes assignments and directs work; acts as liaison between employees and management; and trains staff in operations, policies, and procedures.

Manages budgets and expenditures: forecasts needs of department and prepares budgets; monitor expenditures for the Office of the City Clerk; and monitors City Council and Mayor' budgets and expenditures as required in compliance with Council resolutions.

Implements actions pertaining to Personnel, Purchasing, and Finance and EEO operations, on behalf of the City Council and Mayor.

Provides general assistance to City Council and Mayor: arranges appointments and/or meetings of Council or individual members; administers oaths of office for individuals serving on City council, commissions and authorities; oversees administration of special programs i.e. Certified Committed Relationships, Lobbyist Registration, etc.; schedules training and orientation of newly elected Councilmembers; assists with a variety of meeting arrangements; coordinates travel plans; processes payments for Council/commissions/authorities;

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, researches and reviews various documentation to provide information to Mayor and Council, individual members, the press, and others as requested; reviews prospective agenda items, contracts, ordinances, resolutions, proclamations, and correspondence; completes, processes, uploads, forwards or retains items as appropriate;

Prepares or completes various forms, reports, correspondence, and other documentation, including surveys, Agenda, Agenda Minutes, Polling Charts, and personnel related documents; compiles and publishes information online; records/documents actions, motions, votes and attendance for CITY COUNCIL AND MAYOR meetings; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to the City Council and Mayor, government processes, and requirements of the Clerk's office; participates in on-going national, regional and state educational opportunities and certification programs; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Communicates with City Council and Mayor and their staff, City Manager, City Attorney, department heads, staff, the media, third party service providers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
