Summary:
The Missile Defense Agency (MDA) Deputy Program Manager/Contract Technical Lead must have experience supporting CEO level military equivalent (Senior Executive Service (SES) or Flag Officer) capable of executing and leading tasks associated with senior executive level, and/or general administrative support in all facets of administration. Provide administrative support and management oversight for the Contract Program Manager (CPM). Assist the CPM in leading, directing, and overseeing assigned programs to ensure they meet or exceed customer expectations. Responsible for supporting the vision of purposefully growing the company while maintaining its reputation as a highly regarded provider of solutions for our customers and to be an employer of choice in attracting and retaining talent who perform with excellence and embody our corporate values. Responsible for ensuring ongoing programmatic excellence. Ability to work independently to solve problems and have experience with Department of Defense (DoD) support is desired.
Specific duties may include, but are not limited to:
Reports to the Contract Program Manager and provides operational oversight of Ft. Belvoir, VA, Dahlgren, VA, Hanscom Air Force Base (HAFB), and Schriever Air Force Base support locations.
Meets frequently with stakeholders for checks on performance of PWS execution and contract compliance.
Perform duties as either an Executive Administrative Assistant (EA) or Administrative Assistant (AA) and fill in for short-term, no notice absences of employees on site.
Deliberate and time-constrained planning for all phases of a contract life-cycle; e.g. strategic focus on Lines of Effort (LoE), capture planning/execution, proposal processes, pre-award, and post-award execution.
Analyzing, defining, coordinating, and employing quality assurance/quality control of all project/program requirements.
Monitoring and reinforcing project schedules, timelines, and deliverable milestones.
Managing costs, seeking efficiencies, and making decisions to assist with achieving company/division revenue goals.
Allocating and managing resources with mindful stewardship.
Maintaining effective oral and written communications up, down, and laterally.
Analyzing, coordinating, and employing logistics plans to support the BSD programs.
Assisting the CPM in handling Customer queries regarding schedule, payments, logistics, etc.
Creating/Reviewing reports required by senior management. These reports may include, but are not limited to: Contract Operational Summaries/Updates, Customer Complaint Response Reports, Quality Control/Project Monitor Spot Reports, etc.
Monitoring business trends in terms of costs, deliverables, invoicing, competition, etc.
Maintaining and recording day to day updates of the existing and new projects.
Work collaboratively with the senior management team to integrate cross program activities and functions.
Performs other related duties as required and assigned.
Required Qualifications:
Education: applicant must meet one of the below education requirements:
Master's degree with 10 years of experience supporting the Department of Defense / Defense Industry.
Bachelor's degree with 15 years of experience supporting the Department of Defense / Defense Industry.
Proven experience managing large contracts with a value of over 15 million a year.
Excellent organizational and leadership abilities.
Outstanding communication and people skills.
Knowledge of industry's legal rules and guidelines.
In depth knowledge of diverse business functions and principles (e.g. supply chain, finance, customer service etc.).
Working knowledge of data analysis and performance/operation metrics.
Proficiency with MS Office.
Clearance: Secret Clearance is required.
Location: Remote within the National Capital Region with the ability to routinely drive to Ft. Belvoir, VA and Dahlgren, VA
Travel: Some travel required.
