WORK OBJECTIVE
This is highly responsible position in the field of civil engineering. This position will be assigned to tasks involving the planning, design, and construction of streets, stormwater improvements, and water and wastewater utilities. Work is performed under the general direction of the City Engineer and requires the use and exercise of independent judgment. Work is reviewed through conferences, reports, observations, and evaluation of the effectiveness and efficiency of operations.
ESSENTIAL FUNCTIONS
- Manages permit compliance by overseeing the performance of all activities associated with meeting the requirements detailed in the city's National Pollutant Discharge Elimination System (NPDES) permit which covers areas including public education, system maintenance, discharges, enforcement measures, and monitoring.
- Updates and maintains the city's stormwater collection, water distribution, reuse distribution, and sewer collection maps, working with the City's GIS Department.
- Conducts field inspections for water quality and construction erosion control compliance.
- Designs primary and secondary drainage systems for city projects.
- Responds to all citizen complaints pertaining to stormwater and engineering issues.
- Directs the city's floodplain management policies.
- Reviews development plans for compliance with Stormwater Management Ordinances and Street Lighting Ordinances.
- Reviews and Issues Right of Way Utilization permits.
- Reviews all street lighting plans to ensure compliance with city's codes and ordinances.
- Prepares estimates of construction projects.
- Inspects the various projects in progress and makes recommendations for changes in practices and scopes.
- Plans, coordinates, and assists in the design of Stormwater and utility systems.
- Oversees the inspection and installation of roadway, stormwater and utility systems and appurtenances through the Engineering Department's Construction Projects Manager and Inspection Staff.
- Prepares specifications for construction projects.
- Specifies equipment and material requirements.
- Conducts preconstruction meetings with developers and contractors.
- Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
- A BS Degree in Civil Engineering from an accredited college or university.
- Licensed as a Professional Engineer in Florida or has the ability to receive such licensure within 6 months of hire.
- Ten years of progressively responsible professional and administrative public works experience.
- Equivalent combination of education and experience may be considered.
- Possession of a valid Florida driver's license.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of stormwater and utility system design, construction, and maintenance.
- Working knowledge of civil engineering and engineering design; working knowledge of drafting, working knowledge of public works construction; working knowledge of computer aided drafting systems.
- Knowledge of design software such as Auto CAD, AdICPR, ASAD, Ponds, Hydraflow, Networx, etc.
- Thorough knowledge of the techniques and equipment involved in the major components of maintenance and operation of streets and stormwater systems.
- Thorough knowledge of the methods, materials, and tools used in maintaining streets, stormwater and utility systems.
- Ability to produce cost and material estimates of various projects.
- Ability to communicate clearly and concisely, both orally and in writing.
- Thorough knowledge of the hazards involved in the work and safety precautions to be taken.
- Knowledge of the principles and practices of civil engineering, especially in the field of construction, street construction, and related maintenance.
- Thorough knowledge of the equipment and materials used in the construction and maintenance of public works projects.
- Ability to plan, organize, and coordinate diverse public works projects.
- Ability to establish and maintain effective working relations with subordinates, peers, superiors, contractors, and the general public.
ENVIRONMENTAL REQUIREMENTS
Tasks are performed in outdoor environments and indoors. Due to the nature and location of the work environment, some tasks include potential for prolonged exposure to disagreeable elements, e.g., heat, humidity, noise, inclement weather. Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and adherence to established safety precautions is essential in avoidance of injury or accidents.
