Mission

Develop, integrate and direct partner relations for the Army Reserve. P3O partners with not-for-profit (NFP), for profit (FP) and academic organizations to support the Chief of Army Reserve's top priorities and the Army Reserve Mission of providing trained, equipped, and ready Soldiers, Leaders and units to meet America's requirements at home and abroad.

Build and leverage mutually beneficial relationships/partnerships and create synergies between/within the civilian and military communities while developing a supportive employer partnership environment for USAR Soldiers, transitioning Active Component (AC)Soldiers, Eligible Veterans and dependents in their efforts in seeking civilian employment opportunities. Support initiatives to provide employment opportunities, advanced physical, mental, emotional, spiritual and financial readiness for USAR Soldiers, transitioning AC Soldiers, Eligible Veterans, and dependents. Support opportunities for professional and trade career development, mentor-protégé, credentialing, certification opportunities, training, and licensure opportunities that will be recognized by the civilian sector.

 
Position Requirements

Major responsibilities include (not all inclusive):

Develop collaborative relationships with the Medical, Financial, Logistical, Human Resources, Law Enforcement, Aviation, Engineering, Intelligence, Information Technology (to include Cyber), Public Affairs, and Education industries in the U.S. that result in workforce development and training services that match businesses with USAR job-seekers that have the skills they require. Maintain active communication, interface, and coordinate with employers to assist in their recruitment efforts by providing qualified USAR Service Members, Veterans, and dependents.

Determine similar credentialing and training requirements with the USAR and industry.

Ensure professional interaction and communication to the greatest extent among stakeholders with the overall goal of enhancing, improving, and advancing future success of P3.

Seek opportunities with private sector partners and collaborators that help support and promote the Chief, Army Reserve’s top priorities.

Serve as the primary contact person to whom private sector partners and collaborators can communicate with to develop relationships and programs to support Service Members, Veterans, and dependents.

Assess and identify skill sets that match industry sectors. Identify workforce needs and develop strategies that will align these needs with the priorities and expectations of private sector partners and collaborators to meet their demands.

Develop partnerships for workforce planning with industry representatives/private sector partners and collaborators to support the Chief Army Reserve’s top priorities. Establish effective partnerships with industry to create private sector partner and collaborator recruitment pipelines to meet the needs and capabilities of industry strategic goals.

Meet with private sector partners and collaborators to identify workforce skill gaps; develop and implement solutions to address the identified gaps. Examine the Army Core Competencies that exist within industry and the specific skill sets actively sought out by these industries. Determine the knowledge, experience, skills, and abilities required by these industries and how they relate to the same criteria of Service Members. Assist and support P3O to develop and implement strategies that can lessen or eliminate workforce skill gaps with industry partners and collaborators.

Work with industry partners and collaborators to strategically develop and implement systemic changes that increase access to and support success of the USAR program. Identify resources for internships, externships, and apprenticeships in order to provide better career and experience-based opportunities to job seekers. Build training and certification programs that are mutually beneficial to the military and civilian workforces while enhancing the skill sets of Soldiers.

Develop collaborative approaches to serve businesses through sector strategy partnerships, training needs, and on-the-job training.

Build training and certification programs that are mutually beneficial to the military and civilian workforces, while enhancing the skill sets of Soldiers; define specific criteria and measure performance. Monitor the environment for changes that require a new knowledge or skill set.

Act as primary advisor to TRLs and ARSs on career specific trades as they relate to the U.S. Army’s basic branches.

Must have knowledge, experience, and skills in the areas of military personnel and human resource matters, especially as they relate to the USAR and balancing civilian life with military service.

Required to have knowledge of USAR related traditions, guidance, rules, regulations and instructions.

Must apply analytical tools and techniques to the interpretation of collected data and unsolicited feedback on P3’s success or failure.

Strong organizational and interpersonal skills are an absolute requirement.

Weekend work will be required in support of USAR Battle Assembly weekends. Weekend work will be offset by Irregular work schedules during the week to ensure 40 hours of work each week. Contractor schedules will be arranged IAW needs of Army Reserve units and soldiers.

Unforeseen closures of government installations housing duty stations may require telework.

Experience and Qualifications

The minimum education and experience required to perform these services/tasks include a Bachelor’s degree in one of the following: Human Resources, Psychology, Business Management, Business Administration, Political Science or a related field from a college or university that is accredited by a national or regional agency recognized by the U.S. Department of Education; a Master's degree in the aforementioned fields is strongly preferred. Additionally, a minimum of eight (8) years of relevant work experience in a related position as well as demonstrated knowledge and proficiency in customer service skills, use of routine office equipment, Microsoft Office programs (i.e., Word, Excel, PowerPoint, etc.), and web-based applications.

Shall possess a thorough knowledge of the U.S. Army’s basic branches as they pertain to the U.S. Army Reserve structure. Branches include: Adjutant General’s Corps, Aviation, Chemical Corps, Civil Affairs/Psychological Operations, Corps of Engineers, Military Police Corps, Finance Corps, Judge Advocate General’s Corps, Medical Services Corps, Military Intelligence Corps, Ordnance Corps, Quartermaster Corps, Signal Corps (to include Cyber), and Transportation Corps.

A NACI is required for this position.
