Major responsibilities include (not all inclusive): The Program Manager (PM) shall be responsible for the overall management, coordination, and performance of all work under this contract. The PM shall coordinate the activities of all contractor employees engaged in this contract, to include: annual training events, approving all reports before final submission to the Government, coordinating with the COR and P3O support staff, and ensuring that all contract personnel duties and performance are in accordance with this PWS. Responsible for all deliverables due to the Government per this PWS. Responsible for accountability of all contract employees within this contract. Personnel status of all contract employees within this contract will be reported to the Government as required. This includes: attendance, work schedules, leave status, current status of health and welfare, and ability to travel in order to perform P3 support activities. Must have knowledge, experience, and skills in the areas of military personnel and human resource matters, especially as they relate to the USAR and balancing civilian life with military service. Required to have knowledge of USAR related traditions, guidance, rules, regulations and instructions. Shall have the ability to work in close coordination with other contractors that collaborate and support P3’s mission, strategic goals, and objectives. In some cases, these collaborator’s leadership may be manned by military personnel. In all cases, contractor personnel must be able to work in harmony with all collaborators in order to successfully accomplish P3’s mission, strategic goals, and objectives. Must apply analytical tools and techniques to the interpretation of collected data and unsolicited feedback on P3’s success or failure. Strong organizational and interpersonal skills are an absolute requirement. Weekend work will be required in support of USAR Battle Assembly weekends. Weekend work will be offset by Irregular work schedules during the week to ensure 40 hours of work each week. Contractor schedules will be arranged IAW needs of Army Reserve units and soldiers. Unforeseen closures of government installations housing duty stations may require telework. Experience and Qualifications The minimum education and experience required to perform these services/tasks include a bachelor’s degree in one of the following: Human Resources, Psychology, Business Management, or Business Administration from a college or university that is accredited by a national or regional agency recognized by the U.S. Department of Education. Additionally, eight (8) years of experience in recruiting/job placement or five (5) years in a senior human resources management position. Bachelor’s degree can be substituted for ten (10) years of experience in a human resources management position, five (5) of the ten (10) years shall be in a senior human resources management position.
