Test Resource Manager 

Description

We have an immediate opening for a Test Resource Manager to support the AIR-5.1 Program. Responsibilities include the ability to apply engineering principles to investigate, analyze, plan, design, develop, implement, test and/or evaluate aircraft and aircraft related equipment. Assist with development and refinement of technical baselines, cost estimates, and funding requirements. Maintain and manage Program Office “Rainbow Charts  in support of the APMT&E. Track requirements and metrics and manage the Test Requirements Definition, and Concurrence (TRDC) process. Lead or actively participate in program modernization efforts. Provide status reports and respond to data calls as required by the APMT&E. Ready for assignment to any program office development effort, including those involving complex T&E of hardware and/or software related to engineering or functional requirements of military weapon systems, associated support systems, or management information systems.

Develop and maintain test schedules as required. Perform queries of program and T&E databases to obtain information related to metrics and schedule and interpret data (i.e. iTEST, iTEMS). Verification and validation of data entered and managed within T&E databases will be required. Responsible for developing, managing and maintaining schedules, spend plans and metrics as required. Perform tasking in direct support of T&E IPT as required to complete program objectives, reviews and meetings, action item responses, and perform interface with T&E stakeholders (including other program offices, both internal and external to NAVAIR). Required to support coordination of test reviews and work within a T&E IPT to coordinate and execute tasking required of a test resource manager. Responsible for coordinating and supporting all facets of the test planning/execution and reporting functions. Maintain Part IV of the TEMP (resource summary) and providing and responding to program office and test IPT data calls as required.

 
Position Requirements

Bachelors preferred with a minimum of four years of relevant experience. Ability to apply experience in test and evaluation (T&E) while properly representing the NAVAIR T&E competency. Advises the Program Manager and government APMT&E on any T&E subject. Applies flight test experience to assigned test efforts. Applies expertise and experience to solve complex test issues. Possesses thorough knowledge of NAVAIR, SECNAV, and DOD T&E policies and instructions; and their relevance and application to acquisition strategies, Capabilities Documents, and Test and Evaluation Master Plans (TEMP). Skilled at communication, demonstrating a strong ability to work with others including Lead Test Engineers (LTE), Test Teams, systems engineers, design engineers, logisticians, and OEM contractors. Skilled at test project tracking, with good familiarity on use and application of test metrics. Able to chair large, multi-disciplinary T&E working groups while maintaining test schedules and tracking program and test milestones. Applicant must be a U.S. citizen and have the ability to obtain a Secret security clearance.
