Description

*The South-Eastern Family Project (SEFP) is a comprehensive residential and day treatment program for pregnant women who are addicted to alcohol and/or other drugs. Gender specific substance abuse treatment services are provided in a healthy, stable, and secure residential environment where women and their newborns can remain together throughout the treatment stay.

Mothers receive clinical help with their addiction and emotional problems, while learning daily living and parenting skills that will foster healthy child development, and improved birth outcomes for drug exposed infants. The South-Eastern Family Project is licensed by the Department of Behavioral Health and Developmental Services and is approved for Medicaid reimbursement. Services are provided by an array of licensed health and behavioral health care professionals including physicians, nurses, case managers and therapists.

CLASS SUMMARY:

Incumbent designs, coordinates and delivers nursing care to the intrapartum and antepartum women and families in the Southeastern Family Project Residential Facility. This includes the OB/GYN assessment of individual health, analyzing data to determine medical and nursing care as needed, planning a treatment strategy to meet identified needs, and evaluating responses to nursing and medical interventions. This position emphasizes perinatal practice and includes the care of the well newborn and postpartum care of routine and cesearean births. Provides oversight for facility medication management. Provides supportive counseling and direct client education on a variety of health topics. This position may also provide RN support to other programs as needed.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The immediate health and safety of the clients served are directly dependent on the work of this position. Failure by the incumbent to recognize and to respond to key symptoms, recommend appropriate medication/treatment, referral or ensure the correct administration of prescribed medications could result in client death, dangerous behavior or loss of pregnancy. The incumbent is responsible for implementing complex medical policies and procedures that impact the physical health of all consumers in the program.

II. LATITUDE: Work is performed independently subject to periodic review by the Clinical and Nursing Services Administrator. Work is guided by detailed and comprehensive program regulations, policies and procedures. Nursing expertise and judgment is required.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Supervises student nurses when applicable.

IV. INTERPERSONAL CONTACTS: Work requires continuous contact with clients, families/caregivers, members of the interdisciplinary team to include physicians, agency staff and other medical providers.

V. DIFFICULTY: Work requires the accurate assessment of clients experiencing a wide range of medical and emotional dysfunctions. Work entails strict adherence to technical medication administration techniques, policies and procedures. Accuracy and attention to detail are essential in the safe and efficient management of medications. Thorough and precise documentation is also required.

VI. COMMUNICATIONS: Regular oral communication with clients, families/caregivers, agency staff, physicians and other medical providers.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent is responsible for handling and administration of medications. The incumbent is responsible for the operation of a variety of medical equipment. Incumbent frequently operates agency or personal vehicles to transport clients and interface with community resources. Incumbent will use a pager and/or mobile phone equipment and a variety of office equipment.

VIII. KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S):

Comprehensive knowledge of principles, practices, and standards of professional nursing.

Comprehensive knowledge of the federal, state and nursing regulations related to the handling, storage, administration and destruction of medications.

Thorough knowledge of the laws and legal procedures relating to the provision of mental health, substance use disorders, and intellectual and developmental disability services to include HIPAA and 42 CFR, Part 2.

Thorough knowledge of the theories, principles, practices and techniques of obstetrical/gynecological nursing.

Thorough knowledge of pregnancy and fetal development including the impact of alcohol and other drugs.

Good knowledge of crisis and supportive counseling, crisis and behavior management interventions.

Good knowledge of the regulations and practices related to the documentation and handling of medical records.

Good knowledge of the principles of medical ethics.

Good knowledge of the nursing process to include the major components of the nursing plan of care.

Good knowledge of the medications commonly prescribed to the client population served and related obstetrical, psychiatric, and other medical terminology.

Good knowledge of community and agency resources and programs for the client population served.

Ability to create needed community and agency partnerships for client services and programming.

Ability to prepare and maintain detailed records and other clinical documentation and correspondence.

Ability to develop a rapport and demonstrate a positive regard for clients and their families.

Ability to maintain effective working relationships with other employees and representatives of various public and private agencies.

IX. LICENSURE: Licensure as a Registered Nurse by the Virginia Board of Nursing is required. Valid Virginia Driver’s License.

X. PRINCIPLE DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Coordination of medical and nursing services to clients in the program to include referrals, transport, and attendance at medical appointments.

Maintains communication and consultation linkages to the OB/GYN physician and high risk obstetrical services.

Reviews new referrals and provides assessment, consultation, and recommendations for treatment.

Serves as the primary resource to program staff for consultation/education on client medical issues.

Conducts routine assessments of client behavioral and medical status.

Prepares related clinical documentation to include nursing plans of care.

Responsible for the oversight of medication management to include storage, destruction and administration.

Provides routine supportive counseling for clients and families.

Provides crisis intervention/emergency services as needed.

Develops and conducts education programs on a variety of health care topics.

Provides on-call nursing services.

Serves as medical liaison to physicians, pharmacies and other health care providers and facilities.

Participates with other members of the interdisciplinary treatment team in the service planning process.

Practices safety, environmental and infection control methods.

Performs miscellaneous job related duties as assigned.

Transports clients as necessary.

XI. WORKING CONDITIONS: Work is performed in a clinic or residential setting. Work involves the regular exposure to blood and other bodily fluids presenting a health risk to the employee. Work involves exposure to physically and emotionally unhealthy, unstable, hostile, aggressive and verbally abusive clients and who present risk of physical harm. Incumbent is on call and routinely may respond to medical emergencies during off-duty hours.

XII. MANDATORY TRAINING REQUIREMENTS: All agency-identified mandatory training and training updates. Maintains continuing education requirements to maintain license and certification as applicable. Certification in adult and child/infant CPR.

XIII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.
