Primary Responsibility:

The Emergency Manager plans, manages, coordinates and implements emergency Management strategic plans by managing projects, address all phases of emergency management including mitigation, prevention, preparedness, response and recovery for Gilpin County. Provide for the prevention of injury and loss of life, and the protection of public health and property in accordance with State and Federal law and County policies.

Supervised by: Undersheriff. In absence of the Undersheriff use chain of command established by Gilpin County Sheriff's Office

Job Duties:
The duties listed below are representative of, but do not necessarily include, all the duties and responsibilities that an individual in this position may be called upon to perform.

  • Research, prepare and organize County budgets for the Office of Emergency Management (OEM), and submits to the Undersheriff. Upon approval of the Sheriff and County commissioners, oversees the approved budget, monitoring income/expenses to assure budgetary compliance.
  • Apply for and administer annual grant programs including budgets and periodic reporting as provided by the US Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) and Colorado Department of Homeland Security Emergency Management (DHSEM). Monitor income/expenses to assure budgetary compliance.
  • Assess the emergency management capabilities of Gilpin County, Gilpin County Elected Officials, County Departments and Divisions and emergency stakeholders and partners. Recommends strategies and actions that will improve capabilities.
  • Monitor progress for programs and projects. Prepare required progress reports in Accordance with Federal and State requirements.
  • Advise Board of County Commissioners, County Manager and Sheriff on federal, state, and local emergency management; and homeland security legislation, regulations and policies. Serve as the County's liaison with federal and state emergency management and homeland security agencies.
  • Ensure compliance with local, state and federal requirements including those in the federal Stafford Act and ORS 401. Ensure eligibility for grant programs and compliance with requirements for the use of grant funds.
  • Sustain integration of the National Incident Management System's (NIMS) principles and procedures through Standard Operating Procedures for incident response situations and the County Emergency Operations Plan (EOP).
  • Coordinate, maintain and monitor Gilpin County's Annual Operations Plan (AOP):
  • Coordinate, maintain and monitor Gilpin County's Hazardous Mitigation Plan.
  • Serve as the County Designated Emergency Response Authority responsible for providing and maintaining capability for emergency response to hazardous substances and material incidents in unincorporated Gilpin County as designated. Coordinate activities of the Local Emergency Planning Committee for hazardous materials in Accordance with Federal and State law.
  • Develop and execute multi-jurisdiction, multi-discipline emergency response and incident management training and exercises.
  • Develop and conduct educational activities for the public, county personnel and partner organizations; plan, coordinate, and speak at public engagements, trainings, and educational events. Work with Gilpin County's CSU Extension program on mitigation programs and education.
  • Ensure established emergency management IGAs and contracts are fulfilled according to their terms and develop others as needed to perpetuate interagency coordination and cooperation in disaster management. Refer and assist in the development of emergency management related Mutual Aid Agreements, Memorandums of Understanding/Agreements, Resolutions, Ordinances and Intergovernmental Agreements when necessary.
  • Disseminate County Emergency Operations Plan information to County agencies/departments, public safety agencies; non-governmental and non-profit volunteer organizations and private-sector partners as necessary to promote and assist in emergency preparedness planning; sustain partnerships with emergency service providers, both public and private.
  • Develop and sustain emergency and disaster Logistics Section operations with the Department of Public Works including a County emergency response equipment and supply database.
  • Serve as Emergency Operations Center (EOC) Manager. Maintain all necessary facilities that function as the County's EOCs including all Mobile Command, emergency response vehicles and equipment assigned, designated or contracted to the OEM.
  • Assist the County Elected Officials, Department Directors and Administration to maintain a Continuity of Operations Plan (COOP) that ensures government agency functions can be re-established and sustained if impacted by an emergency or disaster incident.
  • Serves as the county liaison for the Gilpin county Animal Rescue Team (GCART).
  • Coordinate LEPC committee, provide agendas for meetings and evaluations of Gilpin County Tier II facilities.
  • Cooperate closely with emergency management officials from the state, other counties, regional governments, cities and special districts to coordinate work efforts.
  • Perform other duties as assigned by the undersheriff and any duties needed to stabilize an emergency situation.

Hours:

  • Must be able to respond in a timely manner to emergencies for any call-outs or to assist in any incident when called upon.
  • May work evenings, weekends and holidays in the event of an emergency.
 
Position Requirements

Qualifications:


Education:

  • Bachelor degree in Emergency Management preferred; or any equivalent combination of education and training that would provide the required knowledge and skills to perform the job.
  • Computer literacy, including Microsoft Word and Excel, with the ability to learn new software programs. Knowledge of office management and records management principles and practices.
  • Familiarity with two-way radio equipment, components and systems.

Ability to:

  • Exercise independent judgement and critical thinking.
  • Demonstrate self-motivation in resolving issues without awaiting direction.
  • Supervise and lead subordinates and volunteers.
  • Independently analyze complex situations, formulate plans and make quick decisions as needed.
  • Work well with others to maintain professional relationships with supervisors, subordinates, outside law enforcement personnel and the public.
  • Follow complex instructions, organize work, set priorities and meet critical deadlines with minimum directions.
  • Establish and maintain effective working relationships with the community, law enforcement, medical agencies, fire agencies and personnel from other agencies as necessitated by work assignments.
  • Respond quickly and calmly to emergency situations and adopt effective course of action.
  • Speak calmly and clearly when dispatching equipment and personnel.
  • Exercise independent judgement and initiative in receiving messages when responding to emergency situations and dispatching calls.
  • Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives; including effective written and oral communications in English. Ability to listen.
  • Multi task such as listen, talk and key information concurrently.
  • Pass background check, including traffic and criminal.

Certifications:

  • Must have a valid Colorado Drivers License without restrictions due to driving record.
  • Must possess FEMA ICS 100, 200, 700 and 800 certifications within 6 months of employment.
  • CPR Certification within 90 days of employment.

Physical Demands:

  • While performing the essentials functions of this job the employee is frequently required to talk, hear, sit, stand, walk bend, stoop, kneel; and is occasionally required to run, climb, balance, crouch and crawl; is frequently required to lift and carry up to 25 pounds; is occasionally required to lift and/or move up to 50 pounds and to exert up to 100 pounds of force.
  • The employee is required to perform strenuous tasks requiring muscular strength and coordination.
  • The employee is occasionally required to maintain body balance while ascending or descending ladders or open stairs; and to maintain body equilibrium while bending at the waist or at the knees.
  • The employee is frequently required to stand or sit for an extended period of time without a significant rest period.
  • The employee is routinely required to reach with hands and arms; work with the hand or hands in handling, seizing, holding, or grasping motions; and with the fingers in fingering, picking and pinching actions to operate objects, tools or controls.
  • Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Environment:

  • The noise level in the work environment typically is moderate; at times the noise level may be loud, with frequent interruptions and multiple demands.
  • The employee may be required to work outside normal business hours.
  • In times of emergency, the employee may be exposed for prolonged periods of time to outdoor weather conditions that may vary from extreme heat to extreme cold and to debris, fumes, odors, airborne particles and dust; may be exposed to the possibility of bodily injury from electrical shock or mechanical hazard; and may be exposed to toxic or caustic chemicals.

Experience:

  • Two years of experience in Emergency Management required.
  • Two years of experience involving planning, implementation, coordinating projects including preparation and presentation of material for public dissemination or any equivalent combination of education and experience.
