Leads strategic procurement activities and monitors regulatory compliance while analyzing risks and making appropriate recommendations.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Works with Chief Financial Officer (CFO) to develop and maintain Agency wide procurement policies and procedures, including: overseeing Request for Proposal processes, reviewing and routing contracts for appropriateness, insurance requirements, and any unusual provisions, and maintaining an updated contract template.
Manages and develops strategic partnerships with suppliers, vendors, and stakeholders to ensure procurement contract terms are met.
Regularly analyzes purchases and renewal decisions against clearly defined financial and non-financial measurements.
Monitors supplier quality and diversity and intervenes where necessary to ensure suitable supplier performance.
Procures risk management insurance according to Agency policies and procedures. This includes liability insurance, automobile insurance, Employment Practices Liability Insurance, worker’s compensation insurance, Accidental Death & Dismemberment, fidelity, etc. Works with appropriate program/division to ensure suitable insurance is obtained.
Ensures the organization’s risk management policies and strategies are in compliance with applicable regulations, rating agency standards, and strategic imperatives of the organization.
Monitors claims processing to ensure claims are closed out in a timely manner.
Responsible for reviewing, collecting and maintaining all real estate records (Leases, deeds, transactions, recent assessments, etc.)
Reviews Access Plus Capital lending documents for appropriateness.
Reviews Access Plus Capital borrower delinquency issues and bankruptcy cases.
Supervise the Facilities Maintenance staff, including the hiring, supervising, evaluating performance, making recommendations for advancement and promotions, discipline and terminations.
Travels for agency business using personal vehicle.
Performs other duties as assigned.
