Purpose of Classification:
The purpose of this classification is to perform a full range of duties at a supervisory level related to the functions of the Human Resources Department.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises HR department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel; Confers with director to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; assists with complex/problem situations, and provides technical expertise;
Perform activities involving employment compliance, employee relations, recruitment and employment, benefits administration, wellness, compensation, training, performance management, onboarding, policy implementation and related human resources areas to include but not limited to advising on employment related matters, performance management counseling, and educating.
Motivates and works with employees to correct deficiencies; Plans, directs, and coordinates, through subordinate-level staff, the department work plan; Assists with managing the career development and performance of staff assigned;
Meets with management staff to identify and resolve problems; Assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;
Assumes responsibility for delegated administrative and clerical tasks, including correspondence, educational publications, records management, report preparation; and other materials from draft or from source documents for review and signature; reads and reviews outgoing correspondence; takes and transcribes dictation; performs data entry;
Assists with developing internal policies and procedures; Provides information and a broad range of consultative services to all levels of City employees regarding various Human Resource policies, procedures, practices, laws, standards and government regulations; Researches and recommends operating policy and procedural improvements;
Works directly with department managers to assist them in carrying out their responsibilities on personnel matters; Consults with management and personnel throughout the various City departments concerning personnel policies;
Provides managers and supervisors with assistance in recruitment strategies; Prepares job descriptions and recruiting announcements; Informs job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities;
Assists in assigned programs, in focus areas such as volunteer, internship, and other partnership programs, to include but not limited to, strategically defining these programs, setting processes and administering;
Conducts recruitment for all positions; writes and places advertisements; seeks opportunities for free or low cost advertising to attract the most qualified candidates for City positions;
Evaluates qualifications and background check results to determine if candidate/employee is in compliance with minimum qualifications and/or necessary special qualifications and inform decisions on who should be interviewed;
Ensures applicant tracking system and all related processes effectively support the recruiting process and that the City's recruiting efforts are efficient, legally compliant, relevant and timely and in accordance with all of the City's policies and procedures;
Collects, analyzes, and develops occupational data concerning jobs, job qualifications, and position characteristics relating to personnel and administrative functions for the City;
Develops, implements and conducts the on-boarding and new employee process; Conducts new employee orientation;
Assists in the administration of the classification and compensation plan; establishes job specifications and salary ranges for positions; initiates and conducts wage and benefit surveys; analyzes, evaluates and makes recommendations on proposed job reclassifications;
Conducts exit interviews, analyzes data, and makes recommendations to management based on findings;
Enters employee information, including but not limited to schedule information, general and personal information, leave information, and other human resources related transactions, into appropriate database tracking software specific to the City;
Addresses employee relations issues, such as harassment allegations, work complaints, or other employee concerns;
Prepares reports pertaining to termination appeals, grievances, discrimination and harassment complaints filed by employees, assist in preparing and researching responses to EEOC claims;
Determines employee qualifications for a variety of employment benefits, including but not limited to FMLA, various leave categories, and qualifying events for insurance to ensure compliance with standards and identify next steps;
Assists in processing the City benefit programs in an accurate and timely manner including administration of Family Medical Leave Act (FMLA), Consolidated Ombinus Budget Reconciliation Act (COBRA), Affordable Care Act (ACA) and all levels of compliance with these and other federal and state employee benefit mandates
Assists in on site analysis of personnel, determining training needs and administers in-service training programs when needed;
Planning and developing long-term strategies for managing employee benefit programs; Establishes schedules and methods for maintaining the employee benefits, wellness and deferred compensation programs; Provides general information to employees about wellness programs or services; Tracks attendance, participation, or performance data related to wellness events;
Recommends allocation of positions to specific classes; Composes/prepares narrative and statistical reports and correspondence related to personnel management;
Interprets federal and state labor and employment laws; Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
Conducts new-hire benefit orientation for all eligible employees including explanation of health, dental, pensions, life, short and long term disability insurances;
Assists maintaining benefit records and preparing documents necessary for implementation, change, termination and pay for benefit coverage; Assist in reviewing and processing all benefit forms for completeness and accuracy;
Provides public information such as verifying employment; Maintains Human Resource Information System records and compiles reports from database;
Conducts initial intake of employee complaints, investigates workplace grievances, and analyzes employee relations and performance management activities; Administers unemployment claims;
Suggests actions to improve departmental and city operations, employee performance, morale, and work methods; and if approved may implement actions;
Attends and participates in meetings, training and information sessions;
Stays abreast of new trends and innovations in the field; changes in plan regulations, including federal and state laws regarding benefits and pensions;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and,
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills;
