Description

SUPERVISORY RESPONSIBILITIES

Family Service Coordinators, Volunteer Coordinator, Parent Involvement Coordinator, Interpreter, Staff Development Training Coordinator, Family Community Services Liaison, and Recruitment Clerk.

Limits of Authority:

Relative authority to maintain compliance of Head Start social services and parent involvement service areas, in conjunction with Performance Standards and the requirements of Head Start guidelines. Maintains close communication with Head Start Director to recommend a course of action and to receive directives on priorities.

SUMMARY

Organization and supervision of the Head Start Family and Community Services Service Area to ensure Head Start children and families receive comprehensive assistance as described in Performance Standards.

Assists in achieving the agency's vision, 'For Those We Serve,' by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES

Supervises and conducts performance evaluations on all Family and Community Services Coordinators. Reviews and approves performance evaluations and disciplinary documents submitted by Family Services Specialists pertaining to the performance of the Family Services Assistants.

Ensure the planning, organizing, implementing, and participating of staff training including Pre-Service in order to ensure that staff is well trained for the assignments of their jobs.

Travels to all Head Start centers to communicate, monitor and visit each site periodically using their own vehicle.

Performs necessary Human Resource functions such as completing forms, reviewing employment applications, interviewing, preparing documents, etc.

Completes and analyzes required monthly reports to track data for Federal and agency requirements.

Oversees the implementation of PFCE Framework.

Collaborates with Support Services, Home Base, Health, Nutrition, Disabilities, Mental Health and Education Services to ensure all program area goals are met.

Collaborates with Education staff in fulfilling annual school readiness goals.

Travels to evening meetings, conferences and for company business as deemed necessary.

Ensures that staff are cognizant of available community resources for all clients.

Ensures full compliance with Enrollment, Recruitment, Selection, Eligibility and Attendance (ERSEA) in accordance with Head Start Performance Standards.

Assists in the development and coordination of Head Start parent groups.

Acts as a staff advisor/coordinator to County-Wide Policy Council.

Attends and coordinates all CWPC meetings, including County-Wide committee meetings.

Organizes, coordinates and implements all activities relative to Family & Community Services, volunteers and parent involvement to comply with program objectives and Performance Standards.

Assesses and evaluates the Family and Community Service Area for quality and progress of work by ongoing monitoring, including annual Self-Assessment, monitoring of Parent Involvement and Volunteer Services.

Ensures budgetary compliance by monitoring expenditures including approval of program purchases for Family and Community Services.

Assists in day to day operations of duties assigned to the Family Services Coordinators in the event it is necessary or the Family Services Coordinator position is vacant.

Adheres to the American with Disabilities Act (ADA-1992) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.

Strict compliance with universal precautions in the classroom or during home visits and when administering first aid.

Maintains confidentiality of records and information on Head Start staff, children and families.

Performs a variety of tasks as assigned.

 
Position Requirements

QUALIFICATIONS

Educational Requirements:

BA/BS in Social Welfare/Social Work or Social Science

OR

Master’s degree in Social Welfare/Social Work or Social Science

Job Related Experience Requirements:

Minimum of Four (4) years in a supervisory capacity working in a non-profit community organization. (With BA/BS degree)

Two (2) years experience as a supervisor in a non-profit community organization. (With MSW degree)

Experience to include knowledge of:

Budget development and fiscal procedures.

Proficient in Microsoft Office and related software.

Head Start philosophy, guidelines and Performance Standards preferred.

Must have highly developed ability to:

Demonstrate leadership and management experience/skills.

Communicate effectively, both written and verbal.

Speak/write Spanish language beneficial.

Expertise in developing and maintaining liaison with community service agencies

Other Requirements:

Must have valid, California Driver’s License, and automobile with minimum liability insurance required by State Law. Proof of insurance will be required.

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

Fingerprint clearance under title 22 regulations, and criminal record statement, background checks as needed, and reference checks are required prior to employment.

Former EHS/Head Start parents preferred.

Employment in Head Start is contingent upon approval of the Policy Council
