CPC serves over 60,000 community members each year through more than 50 programs at over 30 sites throughout New York City, including early childhood education, school-age care, youth services, workforce development, community services, and senior services. In 2017, CPC launched Advancing Our CommUNITY, its organization-wide strategy to expand services to address persistent needs and emerging trends and to improve leadership skills among staff and community members.

CPC’s Education and Career Services Division (ECS) provides dynamic programs and activities that bridge youth and adults with their highest educational, economic and leadership potential. ECS believes it is never too early nor too late to start learning, which is why we use an asset-based approach to maximize clients’ current strengths. Whether in our schools, community centers, or internship sites, ECS creates equitable learning environments that promote leadership development, self-advocacy, and community building. Our programs equip clients with essential skills and experiences today so that they are empowered to take the next step tomorrow.

Position Title: Outreach Specialist, Employment Services
Location: 165 Eldridge Street, with occasional travel to other CPC program sites

Schedule: Full-Time, 35 hours per week

Program Overview

CPC’s Employment Services team provides access to training and resources for community members who are motivated to enter the workforce. We connect jobseekers to local employment opportunities by matching their experience, skills and interests with each employer’s needs. Additional services offered include individual employment planning, resume writing and interview assistance, application screenings, and post-hire support.

Essential Functions and Responsibilities

The Outreach Specialist will report to the Assistant Director of Employment Services. They serve as the initial point of contact for community members interested in enrolling into CPC’s Adult Literacy Program, Training Programs, or receiving support from CPC’s Career Center.

Outreach and Recruitment

Develop and implement a comprehensive outreach and recruitment strategy to increase Employment Services’ visibility within the community

Conduct outreach and recruitment at community events, inter- and intra-agency partner sites, and other public spaces

Facilitate information sessions and special recruitment events at each of CPC’s community centers in Manhattan, Brooklyn and Queens

Maintain an updated list of community partners for information sharing purposes

Prepare and send program recruitment materials to local ethnic media, community partners, and jobseekers

Intake and Administrative Support

Schedule appointments and intake interviews with candidates

Administer various language assessment and basic education tests to determine program eligibility

Refer qualified applicants to CPC’s training programs for enrollment

Regularly update all Employment Services content on the agency website

Perform general administrative tasks, including answering phone calls; data entry; preparing folders and reports

Employment Support

Work with each jobseeker to create an Individual Employment Plan

Assist in strengthening each jobseeker’s marketability, including reviewing resumes, conducting mock interviews, and facilitating work readiness workshops

Provide post-placement follow-up services and referrals to other supports as needed

Fulfill other responsibilities as assigned by the Assistant Director of Employment Services

Position Requirements


Bachelor’s Degree

Bilingual in English and Chinese (Mandarin and Cantonese)

Demonstrated experience in the field of workforce development

Excellent communication, interpersonal, and organizational skills

Culturally competent, self-motivated professional with a passion for working with diverse populations

Ability to work independently, prioritize, and manage multiple assignments

Quick learner who thrives in a fast-paced environment

Strong computer skills
