CONTROLLER

JOB TITLE: Controller

GENERAL SUMMARY OF DUTIES: Responsible for organizing and maintaining financial accounting systems, including accounts payable, general ledger, accounts receivable, employee payroll, cash disbursements, financial statements, and tax

information. Directs and coordinates the overall functions of Accounting to ensure timely and accurate reporting of financial information and the control thereof. Functions include financial reporting, audit, investments, budgeting, Medicare/Medi-Cal cost reporting, financial analysis, accounts payable, financial systems, cash management, and physician compensation. Develops and monitors adequate accounting controls, develops or coordinates timely management and statistical reporting, and provides or coordinates assessment and analysis of operational impact of new services and acquisitions. Provides and coordinates interaction with CSVS personnel, external organizations (for investments, bonds and credit lines), auditors, third-party agencies, and vendors. Both receives and sets operational goals and strategies for the department, and assures they are accomplished through planning, implementing and directing of systems, programs, and staff productivity.

SUPERVISION RECEIVED: Reports to the Chief Financial Officer.

SUPERVISION EXERCISED: Directly supervises managers of Accounts Payable, Payroll, and Financial Reporting.

ESSENTIAL FUNCTIONS:

  1. Develops and plans department objectives with Chief Financial Officer and staff including short and long range accounting programs in budgeting, profit analysis, accounting systems, Medicare/Medi-Cal (FQHC) cost reporting and internal auditing.
  2. Directs financial accounting functions to ensure timely and accurate reporting of clinic financial information. Develops and implements policies and procedures to ensure compliance with regulatory agencies.
  3. Ensures the timely payment of current liabilities to creditors, proper recording and control of cash receipts, recording of fixed assets, development of adequate procedures, instructions, controls, records and reports.
  4. Works with Chief Financial Officer to develop and approve financial statements, including balance sheets, profit/loss statements and analysis of variances in accounts, ratios, income/expense, as well as investment analysis; e.g., effects of fee changes on costs and profits, return on investment.
  5. Reviews all third-party contracts and monitors contract revenues. Interacts with auditors, lenders and other third-party agencies regarding accounting functions.
  6. Assists in completing grant applications for State, Federal and private funding sources.
  7. Develops and monitors the internal audit program to ensure internal financial controls. Oversees the annual financial audit and any other special audits.
  8. Assists with the development and implementation of the annual operating, capital and administrative budgets as well as financial and credit policies of CSVS. Develops processes to measure performance against plan and to forecast changes to plan.
  9. Provides planning, preparation and ongoing management of the salary, capital and overall operating budget for the accounting department. Provide monthly measurements to benchmark the Accounting Department’s performance against similar organizations.
  10. Directs the preparation of statistical information and reports for management, government and other agencies.
  11. Directs, forecasts, and analyzes the impact of special projects or new services and acquisitions; e.g., proposed facilities, equipment purchases.
  12. Assists the Chief Financial Officer and other management staff in the preparation of major clinic financial reports.
  13. Provides or coordinates review and analysis of department’s current processes/procedures, designs and recommends methods for improvements, determines appropriate operational changes, and coordinates procedural and systems changes to ensure cost effective and efficient procedures are being followed
  14. Assists with the selection and training of departmental personnel.
  15. Assists with performance evaluation and recommends merit increases, promotions, and disciplinary actions.
  16. Attends a variety of meetings with management and department staff to review and discuss financial matters. Serves as staff on the CSVS Finance Committee.
  17. Maintains strictest of confidentiality.
  18. Participates in professional development activities and maintains professional affiliations.
  19. The jobholder must demonstrate current competencies applicable to the job position.

EDUCATION: Bachelor degree in finance/accounting. Master degree in finance preferred.

EXPERIENCE: Minimum of three years of financial management experience including two years in a health care organization.

REQUIREMENTS: CPA preferred.

KNOWLEDGE:

  1. Knowledge of finance and accounting functions, including budgeting, credit, investments, internal controls.
  2. Knowledge of computer systems, spreadsheet and financial systems programs and applications.
  3. Knowledge of management practices to lead assigned staff.
  4. Knowledge of clinic's strategic business objectives and employee performance objectives.
  5. Knowledge of reporting requirements of State and Federal funding agencies.
  6. Knowledge of Federally Qualified Health Center (FQHC) cost-based reimbursement.

SKILLS:

  1. Skill in analyzing financial data and preparing appropriate related reports.
  2. Skill in relating organizational objectives to financial policies on costs, fees, credit, etc.
  3. Skill in exercising initiative, judgment, discretion and decision-making to achieve organizational objectives.
  4. Skill in establishing and maintaining effective working relationships with patients, medical staff, auditors, and the public.
  5. Skill in identifying and resolving accounting and financial problems.
  6. Skills in preparation of grant applications.

ABILITIES:

  1. Ability to delegate responsibility and authority to staff and work under multiple priorities.
  2. Ability to work creatively with management and department staff to achieve objectives.
  3. Ability to communicate effectively and clearly.

PHYSICAL/MENTAL DEMANDS: Requires sitting and standing associated with a normal office environment. Daily use of computer.

ENVIRONMENTAL/WORKING CONDITIONS: Normal office environment. Occasional evening or weekend work.
