Summary:

Seeking Joint Fires Observer (JFO) Instructors to support the United States Army Fires Center of Excellence (USAFCoE) at Fort Sill, Oklahoma in providing the U.S. Army Training and Doctrine Command (TRADOC) with long-range training strategies, concepts, doctrine, training development, instruction and products and support products for current and future forces. The FCoE's function in this area is to serve as the user representative in the development of training methodologies and products, concepts, doctrine, organizational and materiel requirements for each functional area. The FCoE accomplishes this mission through the full spectrum of training services; exploitation of existing and emerging technologies and, models and simulations; studies and analyses; experiments; exercises; training and doctrine development, and supplemental / supporting tasks.


Specific duties may include, but are not limited to:

JFO Instructors will support the requirements and services for the Joint Terminal Attack Control (JTAC) (JFO) course.

JFO Instructors shall follow the Government provided Program of Instruction (POI) and prepare to teach to standard the contents of each POI.

JFO Instructors shall ensure all required resources are on hand and in good working condition NLT 15 minutes prior to beginning scheduled training.

JFO Instructors shall evaluate students on JTAC and JFO tactics, techniques, and procedures (TTP) under field, simulated, and classroom conditions.

The JTAC / JFO instructors shall maintain competence as a JTAC / JFO instructor, which requires continual self-education on emerging technological advances in JTAC equipment and aircraft weapons system. Instructors who are PTACs (Previously Terminal Air Control) and JFOs shall maintain currency through continued simulated evaluations.

JTAC / JFO instructors shall coordinate with the COR for review and approval of all training sessions.

JTAC / JFO instructors shall serve as both primary instructors and subject matter experts (SMEs) for: Close Air Support and Observed Fire Procedures.

Monitor, set-up, tear down, stage for shipment, and operate a Call for Fire Trainer (CFFT) simulator (or future simulator replacement) as part of the POI on JFO procedures in resident and as a part of a mobile training team. In the event of a simulator malfunction, the contractor instructor shall coordinate with the COR to fix the simulator problem.

JTAC/JFO instructors/operators shall stay familiar with TTPs, lessons learned, and evolving JFO doctrine and procedures.

JTAC / JFO instructors shall recommend specific software and hardware upgrades to current scenarios and development of new scenarios based on research.

JTAC / JFO instructors shall coordinate with the COR the development and implementation of all upgrades and new scenarios to maintain relevancy of simulator training for both Close Air Support (CAS) and ground-based fire support modules.

All personnel assigned to the FABOLC-B JFOC shall apply for and maintain accounts on the Army Center for Lessons Learned (ACCL) and the Marine Corps Center for Lesson Learned (MCCLL) websites.

JTAC / JFO instructors shall assist in developing and / or reviewing course material monthly to improve effectiveness and maintain up-to-date instruction techniques.

Instructors shall coordinate and make recommendations in both written and digital format.

Required Qualifications:

JFOC Instructors shall possess qualifications of or have been a Joint Terminal Attack Controller (JTAC) or Forward Air Controller (Airborne) (FAC(A)). All instructors shall audit the JFO course prior to certification. JFOC Instructors shall have a minimum of three years verifiable JTAC / FAC(A) experience.

JTAC QUALIFICATIONS: JTAC experience starts after successfully graduating from an accredited JTAC Qualification Course and being subsequently certified as a JTAC. Verifiable is defined by providing a copy of the JTAC certification (AF Form 8, AF Form 3827, or a Terminal Attack Control Evaluation form or Service equivalent), which provides the date the individual was certified as a JTAC. This ensures the certification has been documented by the Government. These are the only forms the Government will accept as verification of JTAC experience.

FAC/FAC/-(A) QUALIFICATIONS: FAC(A) experience starts after successful completion of a FAC(A) course of instruction. Verifiable FAC(A) experience is defined as: proof of certification logged in an Official Flight Record, AF Form 8, or Service equivalent.

OPERATIONAL EXPERIENCE: Operational Experience is defined as three years at an operational unit while performing JTAC or FAC(A) duties. This time shall be active time. If claiming Guard, Reserve or other time, the total drill time shall equal 3 years. Three years at a Guard or Reserve unit drilling one weekend a month and two weeks per year does not meet this requirement.

COMBINED EXPERIENCE: In lieu of 3 years verifiable JTAC/FAC(A) experience, a combination of 8 years of Active Military service can be combined with a minimum of 2 years of Operational JTAC/FAC(A) experience to satisfy the experience requirement. Acceptance of combined experience will be on a case by case basis at the discretion of the Government.

JFOC Instructors shall have a minimum 6 months experience operating the Call for Fire Trainer (CFFT) simulator and/or Deployable Virtual Training Environment (DVTE) simulator to include turning the simulator on and off, troubleshooting the simulator and creating, loading and changing training scenarios.

WAIVERS: No waivers will be granted on any of the required Instructor Qualifications listed above.

Clearance: Minimum of a Secret clearance, some positions may require a TS / SCI clearance.

Location: FT Sill, OK

Travel: CONUS and OCONUS travel is required
