Description

CLASS SUMMARY:

Supervises agency operated residential facilities and supportive living services for individuals with mental illnesses, with or without a co-occurring substance or developmental disability diagnosis. Collaborates with the Residential Services Manager to supervise residential staff engaged in client care, supervision and training.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The supervisor coordinates and intervenes in the work of the residential staff to ensure effective and responsive service to the clients. In addition, the incumbent also carries a caseload of clients who require supported living services. The safety, social functioning and emotional well-being of the clients are directly dependent on the work of this class. As the program is highly visible to the public, work directly impacts the agency’s reputation and prestige. Crisis intervention may involve immediate endangerment of life and property.

II. LATITUDE: Day-to-day work is performed independently with regular consultation and frequent follow-up from the Residential Services Manager. Work is guided by comprehensive service plan, program policies, guidelines and instructions.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Supervision is exercised over the residential staff which includes full-time and part-time residential staff and may include volunteers and interns.

IV. INTERPERSONAL CONTACTS: Work requires continuous and involved interface with a number and variety of others, internal and external, to the agency. These include: clients, client families and significant others, health care providers, case managers, court personnel, police, and etc.

V. DIFFICULTY: The position is involved with supervising staff who assist the client with virtually all daily living needs ranging from health care to banking and basic living skills to social and recreational participation. Due to the outreach philosophy of the Division, the supervised employees are often in the community. The incumbent must advise and counsel the employee on recommended actions to take based on often limited information.

VI. COMMUNICATIONS: Oral and written communication is required. Work requires the incumbent to prepare written documentation such as: reports, service plans, business communications, client progress notes, etc. Public relations activities are frequently involved. The incumbent regularly conducts oral and written supervision with those supervised.

VII.EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent frequently operates an agency or personal vehicle to visit clients and to contact community resources. Responsible for maintaining and safeguarding residential facility and associated furnishings and supplies.

VIII. WORKING CONDITIONS: Incumbent performs work at a residential facility. Must flex their schedule throughout the month to include weekends and evenings. Facility is isolated, and outside activities expose incumbent to elements of nature. Frequent calls at home occur. Incumbent is subject to physical and verbal abuse by clients. Must work and overnight shift at least quarterly. The incumbent is exposed to unhealthy, emotionally unstable, hostile and/or aggressive clients presenting a risk of personal harm. Incumbent is frequently interrupted during off-duty hours with work related calls.

IX.KNOWLEDGE, SKILLS AND ABILITIES (KSA’S): Knowledge of supported living and supervised apartment program.

Knowledge of DBHDS Licensure or adult licensed care regulations/standards.

Knowledge of supported living at residential facility.

Thorough knowledge of the principles, practice and techniques involved in assessment and crisis intervention for those with mental illness and/or who are emotionally impaired.

Thorough knowledge of Medicaid plans.

Thorough knowledge of the theories, principles, practices and techniques related to psychosocial development and rehabilitation.

Thorough knowledge of deaf culture and communication (if so assigned).

Good knowledge of supervisory practices, office management and time management techniques.

Ability to plan, supervise and evaluate the work of subordinates.

Ability to establish and maintain rapport with the client population.

Ability to establish and maintain effective working relationships with others.

Ability to work effectively and calmly in stressful situations.

Ability to prepare and maintain detailed client records in an electronic medical record.

Very good oral and written communication skills.

X. LICENSURE: Must be registered with the Board of Counseling to practice as a QMHP-A. Valid Virginia driver’s license.

XI. PRINCIPLE DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Personally performs, plans and supervises a team of others engaged in the administration of mental status evaluations and assessments, the development of service plans, the linkage of to service providers, the monitoring, assisting and documenting of progress, counseling and crisis intervention, hospital liaison, discharge planning and after care coordination, agency liaison, client advocacy and related activities.

Assists in assessing client needs and preparing service plans; provides input into overall program.

Responds to requests for information concerning clients, community resources, service providers, access procedures and eligibility criteria.

Assigns cases to MH residential staff.

Participates in the recruitment, interviewing, orientation and training of staff.

Participates in inter and intra-agency team and management meetings and coordinated the implementation of policy and procedure change at the unit level.

Interacts with law enforcement, judicial, health providers, and other agency department and other service providers to facilitate services.

Maintains a caseload and acts as the MH Residential Counselor for those clients as needed.

Monitors expenditures.

Backs up the manager and residential counselors in their absence.

Does related work as assigned.

XII.PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine. Significant walking, moving, carry, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing and pulling. Must be able to lift heavy boxes and containers that hold large quantities of foods, supplies of more than 50 pounds.

XIII. DRIVING REQUIREMENTS: Valid Driver’s License. Transports clients as necessary.
