Position Title: Shorebird Monitor (Seasonal)

Department: Police - Beach Operations Division

Position Grade: Personnel Plan (non-union), Schedule R

FLSA Status: Hourly, Non-Exempt (not benefit eligible)

Location: Duxbury Beach & Duxbury Police HQ

Hours: Variable; including weekends, nights & holidays; 20-40 hr/wk

Schedule: May thru August, 6a-1:30p / 12:30p-8p, additional off season hours as necessary

About the Organization:

The Town of Duxbury is a residential community with a population of 15,000 located 35 miles southeast of Boston on the Atlantic coast. This coastal community has an active harbor, unspoiled beach and an active shellfish industry.

  1. Nature of Work: The purpose of this position is to assist in the protection of the listed shorebird species Piping Plover (Charadrius melodus) and Least Tern (Sternula antillarum). Collecting behavioral data on chick and brood including location and movement of listed shorebird species. Observing and recording environmental data. Monitor and collect data according to provided protocols on the following: predator tracking, avian community composition, vegetation surveys etc. Interact with the public to provide information and answer questions as necessary. Communicate beach rules and regulations to beachgoers in a polite and professional manner.
  2. Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed.   • Monitor plover broods and chicks daily.
  • Collect and record biological data on nesting, foraging and migrating species of coastal shorebirds including abundance and distribution of target species.
  • Complete daily log for broods and chicks as assigned including location observations, road crossing activity and behavioral observations.
  • Communicate and enforce Town of Duxbury Beach Rules & Regulations to beachgoers in a polite and professional manner.
  • Educate general public on beach rules and regulations and listed species habitat management.
  • Wear required and provided field dress during shifts.
  • Identify shorebirds of the Eastern U.S.
  • Maintain field equipment.
  • Attend monthly meetings and trainings as requested (and any additional training on how to address specific issues providing an opportunity to ask questions and review information pertinent to the time of the season).
  • Understand and abide by Duxbury Beach Rules & Regulations, the Massachusetts Habitat Conservation Plan for Piping Plover Certificate of Inclusion and the Duxbury Beach Management & Habitat Conservation Plan.
  • Assist other Monitors as directed by the Monitor Supervisor(s).
  • Collect GIS data of coastal resources.
  • All other assigned tasks.

Recommended Minimum Qualifications & Experience:

Education and Experience: Applicants should have a B.S. or B.A. in wildlife biology/management or related field or pursuing a degree in a related field. Experience in avian monitoring and/or field work preferred. Candidate should have experience in behavioral data collection, an interest or willingness to learn about the Duxbury Beach Management & Habitat Conservation Plan, Federal and State endangered species acts, Massachusetts and Federal Barrier Beach guidelines, endangered species management and protection. Or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Special Requirements: Complete Duxbury Beach Coastal Endangered Species Program training following position acceptance. Monitors will be required to find their own housing.

4. Supervision Received: Reports directly to the Shorebird Monitor Supervisor with oversight from the on-duty Duxbury Natural Resource Officers and police department in general. Required to communicate routinely with the MA Audubon Coastal Waterbird (CWB) Biologist and the Duxbury Beach Reservations Reservation Coordinator.

5. Confidentiality: Employee has access to department-wide confidential information including employee records. Confidentiality must be maintained with regard to this information in accordance with Departmental Policy and Public Records Act.

6. Accountability: Consequences of errors, missed deadlines or poor judgment may include adverse customer relations, damage to equipment, legal repercussions, monetary loss, labor/material costs, personal injury, and jeopardize programs. Must abide by all Town of Duxbury employee rules/regulations and polices/procedures.

7. Judgment: Guidelines may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area. Extensive judgment is required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies.

8. Complexity: The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements; planning long range projects; and devising new techniques for application to the work.

9. Nature & Purpose of Public Contact: Employee interacts constantly with co-workers, the public, groups and/or individuals such as civic leaders, peers from the other organizations. The employee deals with the public and other individuals on behalf of a department to communicate departmental practices, procedures, regulations or guidelines. Excellent communication and customer service skills are required involving courtesy, tact, and diplomacy in resolving complaints or concerns of the public.

10. Knowledge, Abilities & Skill:

  • Knowledge: Familiarity with current principles, practices, law, statutes, codes, ordinances, terms and conditions pertaining to endangered species management/protection, applicable Massachusetts General Laws, Town Bylaws, and regulations relating to the beach environment.
  • Abilities: Ability to deal effectively and diplomatically with government agencies, other town employees and general public, often in highly stressful situations. Ability to enforce rules and regulations firmly and impartially. Ability to deal effectively and cordially with all persons using the waterfront, waterways, beach and shorelines.

Skill: Excellent organizational, communication, and behavioral data collection skills.
11. Work Environment: Work is performed under varying conditions, either in an office, in a vehicle or outdoors at the immediate surrounding shoreline and coastal areas with exposure to extreme weather conditions in secluded areas. The employee may be required to work outside of normal business hours. In addition, employee is required to work on weekends and holidays and may be required to be available to attend evening meetings and emergency situations.

12. Occupational Risk: Duties regularly present frequent, recurring exposure to hazardous conditions on land and in water, exposure to extreme weather conditions in secluded areas. Job may entail the possibility for exposure to conditions that could result in injury.. Extreme care and safety precautions are required at all times. Special safety precautions, training, or protective clothing such as gowns, coats, gloves, glasses, hats or boots may be required.

  • Physical Demands: While performing the duties of this job, the employee is frequently required to sit and talk or hear, walk, run, use hands to handle or feel objects, tools, or controls; and reach with hands and arms. This position requires the ability to operate a keyboard and calculator at efficient speed. Regularly climb, stoop, crouch, kneel, and climb a ladder. Employee is required to detect odors. Frequently lifts up to 25 pounds; occasionally lifts or moves more than 50 pounds.

14. Motor Skills: Duties may involve close hand and eye coordination and physical dexterity. Manipulation and motor control under conditions that may require extreme accuracy may be needed in making repairs to electronic instruments or complex equipment.

15. Visual Demands: Visual demands include constantly reading documents for general understanding and for analytical purposes, routinely reviewing non-written materials such as instrumentation for analytical purposes. Specific vision abilities required include close, medium, and distance vision, and the ability to adjust focus and distinguish colors.
