Description

The Delaware Department of Health and Social Services, Division of Substance Abuse and Mental Health, is searching for a Hospital Director for the Delaware Psychiatric Center. This leadership position is responsible for managing the overall administrative and clinical operations of a state hospital with 125 occupied beds and an annual operating budget of $45M.

THE ROLE

The State of Delaware is currently seeking a leader with knowledge of the public mental health system who has experience directing and overseeing a facility with a substantial budget and staff. This position will require someone with strong communication skills, both verbal and written, and an ability to engage staff and ensure the needs of the clients (patients) are being met. This will require working closely with the leadership team at the hospital and the Director, of the State of Delaware for Substance Abuse and Mental Health.

LEADERSHIP

  • Take a lead role in moving what has been a traditional state long-term stay hospital to one that is recovery-oriented, trauma-informed, and person-centered
  • Be a change agent to move a mostly long-term care facility to one that primarily provides acute care and short-term rehabilitation services designed to treat, stabilize, and get people back to their natural communities in less than 30 days, where possible
  • Create an environment of staff engagement and recognition
  • Support the work of Peer Specialists throughout the facility

STRATEGY

  • Lead hospital-wide strategic planning
  • Implement a facility-wide mission, vision, and core values that will work across the Organization

PATIENT CENTRIC CARE

  • Manage hospital and crisis level service delivery provided by both the Delaware Psychiatric Center and contracted providers as a full continuum of care
  • Ensure that all care is person-centered, trauma-informed and recovery-oriented
  • Ensure cost-effective care to clients of the facility
  • Oversee and develop or revise program plans, policies and procedures in accordance with the strategy, regulatory requirements and accreditation standards

OPERATIONS

  • Oversee facility operations and directing the delivery of services with a multi-disciplinary executive staff team to ensure conformance with licensure, certification and accreditation standards and requirements
  • Manage and direct hospital services including Medical, Nursing, Food Services, Facilities, Social Service, Security, HR, and Business Services directly and through delegation to other administrators
  • Develop and oversee the implementation of programmatic or policy changes in order to correct deficiencies in the care and delivery of services
  • Review and revise when needed, administrative and clinical policies and procedures to ensure conformance with the hospital-wide strategic plan

FISCAL RESPONSIBILTY

  • Prepare and approve annual operating and capital budget requests
  • Monitor operating expenses monthly to ensure conformance with budgetary requirements
 
Position Requirements
  • Master’s Degree or higher in a Healthcare-related field, such as Nursing, Psychology, Social Work, Public Health, or Public Administration
  • Five years of successful administrative experience directing a mental health facility or service system
  • A licensed clinician is preferred but not mandatory
  • Experience with government funded services budgets and usual and customary costs in a restricted fiscal environment is helpful
