Minimum Qualifications:

High School Diploma or GED required, supplemented by vocational or technical training; two years of experience in general office work, customer service, permit processing or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Description

Purpose of Classification:

The purpose of this classification is to perform duties related to the processing and issuing of building permits, assisting customers, and providing administrative support for department operations. Responsibilities include issuing certificates of occupancy and building permits, preparing activity reports, and managing inventory of division supplies. The Permit Specialist works under general supervision and within well-defined parameters in the processing of permits; may provide interpretations of laws, codes, and regulations governing the permits process.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs customer service functions by telephone and in person: provides information and assistance related to department services, activities, procedures, fees, forms, or other issues; assists the public in completing applications and other forms as needed; schedules inspections; serves as liaison between inspectors and customers; responds to questions/complaints, researches problems, and initiates problem resolution; and responds to open records requests.

Processes commercial and residential building permit applications: reviews applications for accuracy/completeness; enters information into database; receives/reviews site plans, building plans and drawings, zoning maps plat maps, and resolutions for processing of application; and forwards completed applications to appropriate personnel for approval or approves as appropriate.

Issues permits for approved building permit applications: verifies state/local licenses when applicable; ensures paperwork is complete and filed; ensures information is entered into database; verifies compliance with applicable codes/regulations; and issues administrative use permits, commercial advertising sign permits, certificates of occupancy, and other use permits based on the outcome of review

Receives money in payment of permit fees: calculates permit fees; records transactions, issues receipts, and forwards revenues as appropriate; prepares/updates daily administrative report of base fees; reports daily count of permits issued each day and payments collected; processes requests for permit fee refunds; recommends approval or denial of refund requests; and submits reports to appropriate department/individual.

Performs inventory control functions: acts a purchasing agent for division materials and supplies; receives/reviews purchase requests from division personnel; confers with suppliers about material/supply specifications; compares price quotations; prepares purchase orders; and maintains records of materials, prices, inventory, and delivery.

Processes inspection requests: receives requests from contractors, owners and the public; enters requests into computer program; and prints related reports for scheduling and verification purposes.

Maintains file system of various files/records for the assigned area: prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; researches files; shreds/destroys confidential or obsolete documents; and conducts records maintenance activities in compliance with guidelines governing record retention.

Performs other related duties as required.
