Position Requirements

Minimum Qualifications:

Bachelor's degree in Civil Engineering; eight (8) years experience and/or training that includes site development, environmental quality control compliance; four (4) years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Engineer in Training (EIT) Certificate required; Registered Professional Engineer in the State of Georgia and Possession of a valid driver's license and acceptable driving record.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

This is a highly responsible administrative, technical, and supervisory position conducting engineering activities and related projects. Work involves responsibility for planning and site development, plan review, organizing, directing, and coordinating activities of engineering and solid waste. Work is performed under minimal direction of the Development Director. Considerable independent judgment and discretion is used in carrying out daily operations.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Prepares engineering reports and recommendations; checks site plans for adequacy of easements, storm drainage facilities, traffic flow, and parking; Checks construction plans for site development, buildings, and subdivisions to ensure that the design meets all applicable codes and regulations; Reviews all new development plans; reviews subdivision and commercial plans for compliance with ordinances and construction standards; coordinates changes with developers and their engineer; supervises the inspection and acceptance of City improvements and private development.

Recommends infrastructure improvements; develops plans for major civil engineering projects; supervises and participates in project design; prepares detailed specifications for projects; coordinates with consulting engineers in the design and construction of larger street and drainage improvement projects; creates priority list for improvement projects; Provides drainage recommendations to citizens; provides assistance to the public regarding floodplain, water and sewer lines, zonings, etc.; Submits annual storm water report to EPD; takes annual storm water samples; Attends meetings and serves on committees; provides testimony at public meetings; Consults with developers and contractors on construction sites; consults with Community Development on zoning and related issues; consults with engineers on site designs; Ensures compliance with Soil and Water Conservation Commission; Writes City ordinances and/or amendments; writes legal descriptions for annexations; writes grant applications.

Extensive knowledge of and ability to apply, the principles and practices of organization management, personnel, and financial administration in the design and implementation of engineering projects; thorough knowledge of engineering as applied to the methods and practices essential to storm drainage management, sidewalk and street construction, environmental permission, coastal zone management, water and sewage operations facilities, transportation planning, and traffic operations; Considerable knowledge and ability in organization, direction, and coordination of a wide variety of public works projects and activities to obtain maximum results; considerable knowledge of methods and practices essential to the design, maintenance, and repair of municipal public works projects; ability to design and/or supervise the design of public works projects; ability to prepare technical reports, estimates, construction, and cost records; considerable responsible experience in supervising, designing, planning, and directing engineering projects related to municipal public works projects.
