Position Requirements

Minimum Qualifications:

Bachelor’s degree in traffic, civil, or transportation engineering, public administration, business administration, or a closely related field; five (5) years traffic/transportation engineering experience; two (2) years supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid state of Georgia driver’s license; Must possess and maintain a license or certification of: Advanced Certificate of Public Works Management, IMSA Level II, Advance Traffic Control, Traffic Signal Modeling, SYNCHRO, ACTRA, ACS, light.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to plan, direct, and supervise traffic control operations including the installation, maintenance, and repair of electronic traffic signals, traffic signing, and traffic marking devices.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to all programs and activities of the City's traffic systems and infrastructures, including long- and short-term project planning, design, construction, maintenance, operations, and other programs; coordinates assigned activities with other City departments and outside agencies; provides highly complex and responsible support to the Public Works Director and others in areas of expertise;

Plans, manages, and oversees the daily functions, operations, and activities of the Traffic Division within the Public Works Department, including project planning, installation, construction, maintenance, and repair of traffic and transportation systems, infrastructure, and equipment.

Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy and appropriate service and staffing levels; recommends and administers policies and procedures.

Develops and standardizes procedures and methods to improve the efficiency and effectiveness of services, projects, and activities; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Director.

Participates in the development and administration of and oversees the operating and capital improvement budgets of the Traffic Division.

Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures.

Supervise program and project development for all traffic modes, neighborhood and arterial traffic operations, high collision analysis, traffic operations, investigation and implementation activities, and traffic project design delivery.

Perform forensic traffic engineering including standards compliance, traffic accident investigations and providing expert testimonials. Represent the city as an expert witness in litigation regarding traffic accidents and responsibility regarding the maintenance of safe and proper traffic control for the entire City.

Manage Traffic Operations section to provide for the safe and efficient movement of people and goods through the City transportation network.
