Minimum Qualifications:

Master's degree in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field; eight (8) years of experience in planning zoning and development review; and four (4) four years supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Description

Purpose of Classification:

This position is responsible for administering and overseeing the functions and operations of the Community Development Department to include the divisions of Planning and Zoning, Engineering, Building Inspection and Permitting, Geographic Information System (GIS), and other related departmental services. Responsibilities include supervising all department staff, developing department-wide goals, polices, and objectives, and managing the day-to-day functions of the department. Duties are performed under the general supervision of the City Manager.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

General duties include ensuring the administration of land use laws, planning principles and other applicable codes. These guidelines require judgment, selection and interpretation in application. This position consists of varied analytical, supervisory and technical assistance tasks.

The purpose of this position is to manage the development of the city. Successful performance helps to ensure the orderly development of the city, affects the quality of economic opportunity for city residents, and affects the image of the city.

Coordinates the comprehensive city planning process: develops land use goals and objectives, ensures public involvement in the process, and coordinates the documentation of a city plan. Administers the city zoning ordinance: drafts new ordinances, supervises the enforcement of existing ordinances, and administers rezoning and appeal petitions. Oversight of the City Engineer. Works with the City Engineer with concern to City Capital Projects.

Oversight of the Building Official and permitting and inspections procedures; oversight of the Geographic Information System (GIS) division. Serves as official secretary and staff to the Zoning Board of Appeals and Planning and Zoning Board. Presents appeals to the boards and processes requests for variances. Schedules and prepares agendas for Planning and Zoning Board and Zoning Board of Appeals meetings. Plans for and holds public meetings or hearings, including public notices, press releases, and notices to affected property owners when required in compliance with adopted procedures. Arranges site visits and meeting logistics as required.

Writes and produces a brief description or summary of proposal, issue or request; including facts, applicable requirements and analysis of proposal related to criteria, standards, regulations, policies and procedures. Writes conclusions and recommendations for Planning and Zoning Board; Orients new board members to the City of South Fulton's vision, operations and specific issues. Informs board members of technical processes and code revisions.

Compiles and analyzes data on economic, social and physical factors affecting land use to recommend governmental measures affecting land utilization consistent with community needs; Administers the city land development regulations: issues land development permits, provides information to the public on development issues, and processes appeals; Reviews development and related land use permit applications, site plans, variance applications, certificates of appropriateness, etc. Examines applications for compliance with established plans and ordinances, and applicable local, state or federal regulations; Provides technical and professional advice; draft reports and makes presentations to the City Council, boards, commissions, civic groups and the general public; Supervises the work of departmental personnel, prepares the departmental budget, and monitors expenditures under the current budget.
