Development of programs and funding mechanisms to sustain and advance agency operations, including needs assessment, planning, research, analysis, grant writing, budget preparation and program development.

Assist in the fulfillment of the agency’s vision, “For Those We Serve,” by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.


Under general supervision performs a variety of assignments involving grant writing, research, analysis and administrative duties.

Assignments may be directed toward accomplishing specific projects or broad objectives of program operations.

Writes grant proposals, memoranda of understanding, job descriptions, budget justifications, correspondence, evaluations, plans, data collection and analysis, policies and procedures, reports, position papers, surveys, forms, brochures and other documents. Drafts program budgets for funding proposals. Maintains supporting documents. Develops and maintains an agency document library as a resource for programs.

Researches policy issues and funding opportunities for Fresno EOC programs and recommends courses of action. Develops plans, schedules meetings and maintains contact lists.

Analyzes funding announcements and opportunities, gathers resource materials and develop schedules for meeting deadlines. Administers central clearinghouse for grant opportunities.

Consults with program staff and community associates as appropriate. Develops approaches and program concepts to meet funding requirements, and suggests alternative approaches.

Identifies community resources for collaboration or support of proposals and community planning activities.

Performs research and compiles, organizes and tracks research materials, statistics and background materials, using both hard copy and online resources.

Evaluates effectiveness of programs and recommends modifications.

Makes oral presentations on research and planning projects and facilitates planning meetings and orientation sessions.

Assists with the preparation and delivery of professional training seminars related to research, planning, and resource development for Fresno EOC program staff.

Travels for agency business using personal vehicle.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

Position Requirements

Bachelor's degree from an accredited college or university.


Two years of successful writing and/or development experience. Related experience may be substituted for grant writing experience on a year for year basis.


Effective presentation, written, and verbal communication skills.

Proficient in Microsoft Office Suite and related business software.

Knowledge of and sensitivity to the needs of the low-income individuals, families, and communities preferred.

Ability to demonstrate independent judgement with limited supervision.

Goal and detail oriented, well organized, and ability to demonstrate the skill of researching.

Innovative, dependable, reliable, ability to multi-task.

Maintain a valid California driver’s license, reliable transportation and adequate auto insurance required by State law.
