About the Organization The mission of Fenway Health is to enhance the wellbeing of the lesbian, gay, bisexual, and transgender (LGBT) community and all people in our neighborhoods and beyond through access to the highest quality health care, education, research, and advocacy. Fenway Health was founded in 1971 and has grown from a less than 10 person operation in the basement of a building near the Boston Fens to one of the largest LGBT-focused organizations in the world. It consists of three main centers:

• Fenway Community Health Center, our clinical arm, which is a federally qualified health center that operates three clinic sites (Fenway:1340, Fenway:South End, and the Sidney Borum, Jr. Health Center) in the Boston area and provides over 30,000 patients with primary and specialty medical care, behavioral health care, optometry care, and dental care;

• The Fenway Institute, our research/training/education/policy development arm, which houses numerous research initiatives as well as the National LGBT Education Project, the LGBT Aging Project, the National Center for Innovation in HIV Care, and the Center for Population Research in LGBT Health; and

• AIDS Action, our HIV/AIDS service organization, which provides nonclinical services (case management, housing and legal assistance, outreach, peer support) to people living with HIV/AIDS and operates numerous programs focusing on HIV/STD prevention/testing/treatment, including the Access (drug user health program), TransCEND (transgender peer support and risk reduction program), and Youth on Fire (drop-in center for homeless and street-involved youth) programs.

Description

Function:

The Compliance Officer is a member of Fenway Health's senior management and reports directly to the CEO. The Compliance Officer has principal authority and responsibility for the development, implementation, oversight, and evaluation of all aspects of Fenway Health's Compliance Program. The Compliance Officer is authorized to investigate all instances of suspected illegal or unethical conduct and may, upon obtaining appropriate authorization, and consistent with Fenway Health's budget constraints, seek the advice of qualified legal counsel and hire outside investigators and/or consultants.

Representative Duties:

  1. Overseeing and monitoring the development and implementation of Fenway Health's Compliance Program through establishment of a Compliance Plan, policies and procedures (including the Standards of Conduct) and an annual compliance work plan;
  2. Identifying high risk areas through risk assessments and other means;
  3. Identifying methods to reduce Fenway Health's vulnerability to fraud and abuse, such as conducting periodic audits, developing effective lines of communication on compliance issues, and preparing written standards and procedures;
  4. Periodically revising the Compliance Program and compliance policies and procedures in light of changes in the needs of Fenway Health, changes in the law and/or in the standards and procedures of government and private payer health plans;
  5. Suggesting policies related to compliance to the Board and developing procedures implementing policies approved by the Board;
  6. Developing, coordinating, and participating in a training program that focuses on the components of the Compliance Program and seeks to ensure that all Individuals Affiliated with Fenway Health (i.e., board members, employees, contractors, vendors, agents, and volunteers) are knowledgeable of, and comply with, pertinent federal and state standards and Fenway Health's Compliance Program, including the Compliance Plan, policies and procedures (including the Standards of Conduct);
  7. Coordinating with Human Resources to ensure that the HHS OIG's List of Excluded Individuals and Entities, the General Services Administration's (GSA's) System for Award Management, and the state/local exclusion lists (if applicable) have been checked with respect to all Individuals Affiliated with Fenway Health;
  8. Receiving reports or allegations of unethical or improper conduct or business practices, and responding to such reports, including by conducting investigations independently or in coordination with qualified legal counsel, or by delegating the responsibility for conducting an investigation to other staff or to a qualified third party, and implementing and monitoring appropriate corrective action and subsequent compliance;
  9. Coordinating with Human Resources to ensure the consistent and fair application of disciplinary action, when applicable
  10. Reporting information on the activities of the Compliance Program to the CEO on a regular basis.
  11. Reporting information on the activities of the Compliance Program to the full Board of Directors at least annually and to the Compliance Committee of the Board on a quarterly/bi-monthly/monthly basis.
  12. Performs related duties as required

Position Requirements

Requirements:

  • Bachelor’s degree in business or related field
  • Master’s degree a plus
  • Healthcare compliance certification a plus
  • 8 years’ experience in health care organization
  • Experience with electronic record systems
  • Excellent verbal and written communication skills
  • Strong computer skills
  • Maintains confidentiality
  • Experience working with a diverse work staff and patient population
  • Able to work effectively at all levels in a collaborative team environment
