Job Summary:

DAWSON is seeking a highly qualified Program Manager to support DAWSON’s growing business with the U.S. Environmental Protection Agency (EPA). The Program Manager will be responsible for the effective management of the program including achieving all cost, technical, and schedule deliverables; company financial and operational objectives; and customer engagement. The Program Manager will lead a diverse and geographically dispersed team in successfully executing the contract requirements, providing high quality deliverables, and ensuring customer satisfaction. The Program Manager will meet with management, technical and operating personnel with client organization to review requirements, present proposed action plans, and to discuss and resolve technical, administrative, and management challenges and issues. The Program Manager shall have an understanding of the technical and administrative aspects of Superfund/CERLCA/RCRA projects, including site characterization, remedial investigation, feasibility studies, remedial design and construction, long-term operation & maintenance, closeout, and third-party oversight activities. Additional experience with EPA’s Base Operations and Support Services (BOSS) and Asset Management programs is a plus.

Responsibilities/Duties

  • Ability to develop project budgets based on scope and develop project schedules to meet performance and pay milestones.
  • Ability to direct, manage, and lead project teams to meet project budget and schedule.
  • Strong communication skills to interact effectively with clients, regulators, project team members, and company management.
  • Ability to support business development efforts, including scoping and developing cost estimates for competitive procurement.
  • Ability to successfully execute multiple projects and tasks concurrently.
  • Ability to provide technical support and/or supervision of a variety of in-house projects is required.
  • Tasks may include calculations, overseeing the development and review of maps, drawings, and specifications, data collection, data entry and analysis, oversight of field operations, project management, and cost estimation.
 
Position Requirements

Qualifications/Experience/Skills (Required):

  • BA/BS and 15+ years of relevant experience; or MS and 12+ years of prior relevant experience.
  • Degree in Engineering, Geology, Chemistry, and/or Environmental Science.
  • 10+ years of experience supervising/leading multi-disciplinary geographically dispersed teams.
  • 10+ years of proven Program Management experience on programs $50M+ in total gross revenue and a minimum annual revenue of $8-15M, including experience with FFP, CPFF, T&M contracts.
  • Experience managing large-scale IDIQ/BPA/Task Order driven contracts requiring scale-up to meet customer surge requirements while maintaining base level tasks.
  • Experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills.
  • Experience managing Superfund/CERCLA/RCRA/NEPA environmental activities and knowledge of CERCLA/RCRA/NEPA/CWA processes/phases.
  • Ability to set priorities and manage multiple projects.
  • Strong technical writing, organizational, and oral communication skills required.
  • Good working knowledge of word-processing and integrated software applications, including MS Word, Excel, PowerPoint, Project.

Qualifications/Experience (Preferred):

  • Current professional license in discipline (e.g., PE, PG)
  • Current OSHA 40-hour HAZWOPER training (CFR 1910.120)

Travel Requirements:

Periodic business travel is required and is expected about 25% of the year. Travel is anticipated to consist of visits to project sites, client, and partner offices across the United States.

Additional Details:

  • Prior to final offer of employment, the selected candidate will be required to submit to a background screening, a pre-hire drug test, and a ‘fit for duty’ baseline physical. Positions require U.S. Citizenship.
  • The successful candidate will show directly relevant experience that demonstrates a history of responsibility, initiative, motivation, and creative problem solving. Must also be willing to participate in project technical tasks ranging from fieldwork and field operations; development of specifications; and data management, evaluation, and report preparation.
