The Organization:

North Central Sight Services, Inc. (NCSS) is a not-for-profit agency based in Williamsport, Pennsylvania. The organization provides supportive and rehabilitative services to people who are experiencing vision loss; vision screenings for children, as well as employment to the blind or visually impaired in the communities of Bradford, Centre, Clinton, Lycoming, Sullivan and Tioga Counties.

The mission is clear: “Provide exceptional programs, services and employment to the blind and visually impaired as well as excellent education, prevention services and products to all customers.”

The Position:

Reporting to the Board of Directors, the President / C.E.O. will be responsible for providing leadership and direction to the entire NCSS organization. Strong relationship building and management skills are essential and the ability to effectively communicate within and across all levels and departments at the organization is critical.

In accordance with the mission, it is critical that the President / C.E.O. demonstrate strong belief in the organization, both internally and externally. The ability to relate to staff and clients is critical to success. This individual must demonstrate his/her willingness to engage with the public on a regular basis and serve as a leader in the communities, recognizing that these communities extend far beyond county borders. NCSS plays a very active role in the Pennsylvania Association for the Blind as well as the National Industries for the Blind.

The successful candidate must have a strong desire to learn all aspects of the business - operations and social services - and be driven to find new ways to succeed - reaching further into the communities that NCSS serves today and identifying those they may have not yet reached.

Responsibilities:

Specific responsibilities include, but are not limited to the following:

  • All programs, activities and functions of NCSS within the framework of policies and guidelines established by the Board of Directors;
  • Communication regarding the activities of NCSS and related activities and relating information to the Board of Directors;
  • Revenue generation, budgeting, monitoring of expenses, and monitoring of appropriate fiscal control system in accordance with generally accepted accounting procedures;
  • Establishment and maintenance of a systematic method for gathering information and compiling statistical data which reflects the work of NCSS, which will be used in guiding policy in administrative decisions;
  • Employment direction, supervision, coordination, and professional development of all personnel employed by NCSS.
  • Conducting a public relations program designed to create an understanding of NCSS programs and stimulate interest.
  • Establishing and maintaining fiscal control, through appropriate staff, for effective accounting of all financial matters including: income, expenditures, and all special funds in accordance with the law, prescribed fiscal procedures and direction from the Board of Directors or its Finance Committee.
  • Adherence to Corporate Goals as established by the Board of Directors. This includes periodic updating and review of such goals.
  • NCSS program maintenance and development, including periodic review of all programs by the Board of Directors. New programs will be presented and implemented to meet the needs of the visually impaired community and the sighted community in an effort to prevent blindness.
  • Some evening and weekend hours as well as travel are required.

 
Position Requirements

Competencies:

Required competencies include, but are not limited to the following:

  • Prior experience working with a Board of Directors as either a C.E.O. or other C-suite executive;
  • Excellent written and verbal communication skills;
  • Demonstrated success in fundraising, including experience in the identification and development of new funding streams with focus on social services and prevention programs, grant funding and government contracts;
  • Significant, prior experience managing a team of direct reports;
  • Ability to motivate and inspire NCSS employees;
  • Personal accountability, respect for others, and a display of honesty and integrity at all times;
  • Ability to consistently make decisions with an awareness of how those decisions impact the overall organization, from an operational and cultural standpoint, in both the short and long term;
  • Capacity to manage multiple projects simultaneously while clearly specifying objectives and realistic time frames;
  • Ability to identify, analyze, and resolve problems quickly, effectively and collaboratively;
  • Significant experience and expertise in coaching and providing feedback at the senior leadership level;
  • Ability to handle confidential information with the utmost discretion – information may include personal data, donor giving history and legal documents.

Experience & Education:

The successful candidate will have at least 10 years of progressive, senior management experience and will have demonstrated success in the areas of leadership and program development with an understanding and appreciation for technology. A Bachelors’ degree in Business Administration, Social Work or a related field is required, and an advanced degree and evidence of continuing professional education is highly preferred.

Physical Requirements:
