Under direction of the Chief Operations Officer (COO), develops strategic plans and business model implementation of the planning and development – Capital and Seattle Park District (SPD) funded projects. Leads, prioritizes, directs, manages and provides oversight for activities, operations, and functions of the department. Leads the development and management of the departments management team and the creation of capital project strategies. Coordinates assigned activities with other departments, programs, and outside agencies; and provides highly responsible and complex organizational support to the COO and other Zoo leadership. Works closely with other departments and external agencies or partners to ensure that all capital projects meet the Zoo’s mission and goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serves as leader and primary strategist for Capital Projects. Shapes the vision, mission and performance indicators for all Capital Project teams supporting the Zoo. Advises on and provides long-range planning for design and construction programs and projects. Review and analyze program and project risks and opportunities, forecasted construction outlooks and other pertinent data in order to determine and recommend strategies to achieve the stated goals and objectives of the department and the zoo.
- Ensure program/project development and execution is in compliance with WPZ’s Long Range Physical Development Plan (LRPDP), WPZ’s Sustainability Plan, Seattle Building Codes and Agencies that have Jurisdiction (AHJ’s).
- Plans, directs, coordinates, and reviews the work of Capital Project management staff; assigns work activities and coordinates schedules, projects, and construction programs; provides constructive feedback; reviews and evaluates work and utilizes performance metrics to inform recommendations and identify risks.
- Inspires, coaches, trains and motivates salaried and represented staff to achieve a collaborative environment; manages employee relations; directs the workflow and prioritization of projects and measures staff performance and takes appropriate corrective action when necessary; prepares developmental work plans for staff; implements or recommends corrective actions, as appropriate.
- Directs, manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned activities, projects, services, and functional areas within the department; updates, modifies, recommends and administers policies and procedures. Ensures that activities, projects, services, and operations of the department are completed within the scope, schedule, and budget; and that all objectives are successfully met.
- Develops, administers, maintains, and oversees the departments, annual budget and staff succession plan; provides leadership and direction to program and project scopes, schedules and budgets; provides recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves division expenditures and ensures all service agreements are managed effectively.
- Attends and participates in professional network group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

- Experience shows progressive responsibility in leading the management of a comprehensive program including capital projects, renewal and administration and leading change.
- High level ability to building collaborative teams and shows strong leadership skills.
- Extensive direct experience with implementation and oversight of maintenance and capital programs/projects serving Zoos, commercial or industrial facilities.
- Senior professional and technical expert knowledge of business/industry principles and practices related to facilities management.
- Extensive knowledge of building construction and jurisdictional codes, maintenance principles and practices including familiarity with building, mechanical, electrical, plumbing and specialty trades.
- Extensive knowledge of performance measurement and analysis techniques to inform systems reliability and trends.
- Extensive experience in dealing with risk-assessment and strategic planning. Utilizes asset management best practices, occupational hazards and standard safety practices.
- Understanding of all pertinent federal, state, and local laws, codes, and regulations dealing with capital projects and construction programs.
- Expert understanding and knowledge of project management techniques and principles.
- Expert knowledge of principles of financial management expenditure tracking, variance identification, revenue tracking.
- Demonstrates ability to work effectively under pressure, meet deadlines, and adjust to changing priorities.
- Demonstrates ability to Performing negotiations, partnering and problem solving with others, both internally and externally.
- Demonstrated knowledge of AutoCAD, Facility Assessment inventories, Word, Excel and Microsoft Windows required. Knowledge of data processing programs preferred.

- B.A./B.S. required. Degree in Architecture, Engineering, or a related field preferred
- Minimum 10 years of experience in a position of responsibility for managing and executing architectural or landscape planning, design, budget and construction projects.

Valid WA State driver’s license required.

The employee is frequently required to reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl to inspect construction sites. The employee will need to be able to climb ladders and access difficult terrain for the purpose of inspecting work and analyzing existing conditions. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
