JOB SUMMARY Originate and lead Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: * Effectively plan, design, develop and evaluate human resource-related initiatives that support organizational strategic goals. * Provide leadership, direction, functional guidance and coordination for and of HR programs and activities across all DAWSON companies. * Oversee talent management program from strategic planning to implementation. * Identify and implement local practices, policies and systems that will enable growth, improve operating performance, support organizational effectiveness and align with corporate direction. * Effectively administer and negotiate all labor relations/CBA negotiations. * Extensive knowledge of Wage and Hour Labor Law, specifically Walsh Healy Public Contracts Act and Service Contract Act. * Oversee compensation program. Conduct periodic and annual salary/compensation surveys. Recommend, plan and implement pay structure revisions based on job evaluation and compensation surveys. Develop merit pool (salary budget). * Direct the development and implementation of organizational development programs, employee orientation and training programs, benefits plans, policies and guidelines, database management procedures, equal opportunity employment programs, and employee records and documentation policies. * Provide leadership and direction to HR support staff. * Ensure legal compliance by monitoring federal, state and local requirements by studying existing and new legislation, enforcing adherence to requirements, advising management on needed actions. * Maintain professional and technical knowledge by attending education workshops; reviewing professional publications; establishing personal networks; participating in professional societies. * Contributes to team effort by accomplishing related results as needed. * Works closely with Human Resource Manager, ensuring cross-integration of policies, procedures and best practices. |
