Description

CLASS SUMMARY:

This class is responsible for the maintenance of accounting and financial management transactions of a large, complex, integrated automated accounting and financial management system.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: Work has an immediate, crucial and lasting impact on the financial integrity of the agency. The incumbent's timely and accurate work affects information by which financial records, statements and reports are made available to top management personnel and the Board of Directors for fundamental policy decision-making affecting the future of the agency. Errors in the processing and/or analysis of various financial transactions will result in serious mismanagement of program and department operations, will result in loss of morale and confidence in management, and will have a very serious negative impact on the agency's credit standing, fiscal stability, prestige and future ability to obtain funding.

II. LATITUDE: Work is performed independently. The Supervisor will occasionally review completed work. Frequent independent judgment and discretion is required due to the varied and often complex nature of transactions occurring in the agency.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: None.

IV. INTERPERSONAL CONTACTS: Daily contacts with all levels of agency staff and contractor personnel are involved. Incumbent has regular interactions with vendors, bank personnel, courts, lawyers, regulatory agency personnel and local public sector agency personnel. In discussions with personnel outside the agency, the incumbent will be speaking as a representative of the agency with decision making authority in some instances.

V. DIFFICULTY: Accuracy and attention to detail are required in the preparation and maintenance of all financial management records. The processing of payroll changes often involves multiple, complex and interrelated adjustments. Transaction analysis routinely requires sophisticated mathematical computations and complex logic problems preparatory to entering the transaction in the automated financial management system. Work is rarely performed in a scheduled manner and is usually constrained by limited time frames and rigid deadlines.

VI. COMMUNICATIONS: Work requires original drafting of correspondence. Frequent face-to-face, telephone and e-mail communication with agency staff is required. Incumbent is routinely required to provide training to agency staff in payroll and related fiscal policies and procedures. In addition, incumbent is often asked to give problem-solving advice and guidance for situations which may directly affect the lives of staff and clients.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Daily, sometimes prolonged use of a computer and telephone is required. Incumbent also uses a fax, modem, and other common office and computer related equipment.

VIII. WORKING CONDITIONS: Work is performed in a typical office environment. Due to the extensive use of a computer, physical fatigue from repetitive data entry is common.

IX. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

Comprehensive knowledge of agency payroll, financial and administrative policies and procedures and Generally Accepted Accounting Principles (GAAP).

Comprehensive knowledge of generally accepted bookkeeping/accounting procedures.

Outstanding knowledge of agency services and the procedures and treatments involved.

Good knowledge of the behaviors related to the various disabilities of the clients served by the agency.

Outstanding knowledge of state and federal tax laws ensuring compliance and administrative requirements.

Comprehensive knowledge of the operations of computer assisted accounting record systems.

Outstanding skill in making complex arithmetical computations.

Comprehensive knowledge of agency functions and organization.

Comprehensive skills in maintaining payroll records.

Outstanding ability to work effectively with agency employees and vendors.

X. LICENSURE: None.

XI. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Reviews and executes time and attendance processing and interface with payroll.

Researches discrepancies of payroll information and/or documentation (time sheets, direct deposits, benefits).

Prepares wage attachments and child support payments as required by law.

Processes any changes to automated leave reporting.

Manage workflow to ensure all payroll transactions are processed accurately and timely.

Reconciles payroll account balances and prepares check request for payment.

Responds to telephone and in-person inquiries concerning regarding payroll processing of time sheets, leave balances, wage attachments, and direct deposits as needed.

Resolves computer related problems with IT department and/or outside software consultants.

Maintains related manual records and files.

Develops ad hoc financial reporting as needed.

Processes and/or accounts for miscellaneous financial or fiscal related activities.

Does related work as required.

XII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
